This is such a stretch still. It makes way more sense that Nami's things were stolen not that she was transformed. We don't really have a good gage on how tall this other Minkman is as she's riding on top of a very tall alligator and is behind them. The other thing is why have Usopp only focus on the clothes? The bulk of that woman's hair is different than Nami's as well.
What about the monkey that speaks like Raizo?

I'm not buying that we'd get 3 arcs in a row with body transformation of some sort. 2 arcs in a row of memory erasing. There's a bunch of stuff that Team Nami's been transformed that hasn't addressed and we can't really get real answers for because it's too soon to jump to the conclusions you all are making. Why would this Minkwoman order Carrot like she's a superior if she's only recently been transformed? It's been 2 days or so since we last saw The SwirlyHats fighting. Why transform someone into a Minkman if they've been mostly keeping humans away by preventing them on the island? How did Nami get transformed admist Sanji, Chopper, Brook and…CC and Momo? If any of these questions are addressed I might consider it. But it's very unlikely right now.
I understand. This mystery baffles me as well because of the scarcity of information. One thing that I have noticed about both the monkey and Mink Nami is that they both seek to protect the 'country'. She also appears to be familiar with the territory(whale forest), but I guess that's possible when you stay 9 days at Zou.

Some ideas crossed my mind, but I cannot substantiate them by anything that happened in the manga thus far, except by the movie 6, which is not cannon. In that movie, a flower, named Lily Carnation, can produce people and revive the dead, who are slightly different than the original because they have plant features. Truly a cool and eerie movie.
The mink tribe were said to be living on top of the elephant for a 1000 years. If it is the work of a devil fruit user that means he has lived for a 1000 years. Things could be a lot more complicated than this though, like an ability whose effects, like a curse, still plague people even after the ability user dies. Kind of like how the Ope Ope works: even after the ability user dies, the effects of the immortality operation never fade away.
