I know. You seem to know a lot about this. Is it possible to reverse the effects of gravity? Is that what anti gravity is?
I never heard about anti-gravity until now (only done a quick Wikipedia lookup), but the idea of locking out gravity entirely (like you can shield electrical fields with a Faraday cage) seems to be unlikely.
In theory, the only way to reverse gravity would be if one of the participating objects had a negative mass. However, such objects ('exotic matter') have not been found yet. Then it would be similar to having two objects of the same charge (e.g. two positively charged ones) that could repell each other, but I'd highly doubt that Fujitora possesses the ability of changing things into exotic matter.
As of now, my guess on Isshou's ability is that he can alter earth's gravitational field at certain spots. This would explain the situation with the thugs earlier this arc as well as the meteor falling from the sky (at least, that's my take on the ring column on the right panel of this page). Hm, thinking about it, his defense against the meteor doesn't really fit this explanation. But maybe it's just my imagination running out
Though, seeing as we still don't know Doflamingo's devil fruit, I'm afraid we won't find out about Fujitora anytime soon.

If there was no gravity in space, our planet wouldn't be orbiting around the sun. If you were somewhere in space, you'd always fall towards the next bigger mass (e.g. a planet), unless you're circling around a planet, like satellites do.
