None of One Piece has anything like that. The thing most people cite is how the Drum Island flashback was completely changed to make Hiriluk seem more sympathetic, but people only like that because they want him to be sympathetic. The reality of the matter is that Hiriluk was an absolute crackpot that Chopper tragically loved because he was a fucking reindeer that never knew anyone else who loved him like family. The story of the flashback is that he literally got what he deserved. He wasn't doing experiments-with-his-heart-in-the-right-place. I mean, on some level he did want to help people, but his actual actions were all abhorrent, he was just going around stealing money in exchange for quack doctoring. And then he died to quack doctoring because his basically-son only learned quack doctoring from him.
Well, that's a hot take… in my opinion, you're going too much to the other extreme.
Hiluluk was a bad man in many ways. A quack doctor without the required procedural ethics, which is a recipe for disaster. He harmed people doing so.
But his heart was in the right place in many aspects. Despite hurting them, he cared for people just like he cared for Chopper. That's the only reason why he wanted to be a doctor (as he was not making any money from it), and Hiluluk didn't hesitate for a second before going to save the doctors when Wapol made his trap. At last, his cherry blossom project did help healing the hearts of people in Drum island.
Also, Hiluluk was aware that the mushroom was poisonous. He was not a victim of quack doctoring. He drank the soup because he was going to die anyway, and he didn't want to make Chopper feel bad after going through all that trouble.
It's pretty clear to me that Oda wanted to portray Hiluluk in a good light despite all his wrongdoings. He was there not only to give Chopper a family, but also to give him passion for medicine, to give him the heart of a doctor. Meanwhile, Kureha had technique and ethics, which was the second half that Chopper needed in order to become a doctor, but she only did it for money. Hiluluk and Kureha complemented each other to make the perfect mentor for Chopper.
