It's not actually illegal… or easily proven to be illegal. I can't remember exactly why, but there are holes in the nepotism clause due to the definition of what exactly an "agency" of the president is. And even then, I think a family member can be appointed to an agency position, as long as they don't get paid anything.

If you publicly admonish him you have his contempt she's done that on more than one occasion so of course she's on his list of "People who fairly and legitimately criticized me but I'm going to talk shit about them out of spite".
