You know whats terrible writing? predictable writing. Your definition of terrible is when the bad guy doesnt lose everything he has? you mean he must end up like, every other villain in the manga ever?
wouldnt it be even cooler if DD went through a change by having to battle kaido and interacting with good spirited people like the SH crew, and actually became a good person by the end of the saga?
what if we learn from the flashbacks that he had a past similiar to sabo minus ace and luffy, AKA raised by rotten selfish nobles and turned to piracy because he couldnt fit in, but he has never really met a guy like luffy or anyone else with heart, so he turned into a selfish megalomaniac himself?
But after they defeat kaido togheter, Luffy and Law expect him to cause trouble but instead he makes a speech about how he is abdicating from his royal position, revokes all laws he has written, returns the toys into people and revokes the humans memories, and donates his underword-broker fortune to restoring the lives of his victims. then before he takes off with his flight ability to some other island, he removes his shades for the first time, exposing tears flowing from his eyes.
you know that is actually a pretty common theme in books and films called REDEMPTION. it can be very uplifting to read if done right. And it would mean character development. wich is actually widely regarded as one of the cornerstones of good literature. Repetition, like following some patterns in every arc, is considered bad writing.
But its different, so it would be terrible right? im assuming you just dont like things that are different…

But the possibility to force DD back to the sea (quit being Shicibukai) still exist as long Law keep Caesar alive.
We already see 2 ex-Shicibukai with their struggle to challenge back the New World, Crocodile with his Pluton plan and Moria with his Zombie army plan.
Now we have Dofla with his Smile. I don't know what his plan, but i still think DD is doing the same and the plan need time. If he doesn't have plan or ambition (pirate king??) in New World, he can always kill Caesar and run.
If he quit his Shicibukai status, he can continue to supply the Smile. But in exchange, he will have Admirals chase him.
In the end it will be:
A. Quit his Shicibukai status and continue his plan/ambition but with marines as his obstacles.
B. Keep his Shicibukai status and give up his plan/ambition because in the New World, Kaidou will kill him.
And none of this options is good for him.
Maybe he'll snap and "alright Kaidou, let settle this once and for all":ninja:
again, admirals dont chase people. jinbei would be dead before the timeskip was over if they bothered with that.
remember when they even just gave up on luffy and dropped it as soon as laws submarine submerged. except for akainu who is busy with his fleet officier duties (leading the marines) the admirals are pretty lazy and dont go around killing people. Thats Vice Admirals, and the reason why garp refused promotions. Admirals are busy fulfilling their roles as, you know, admirals of the marine fleet. they are only sent out to fight on special occasions.
If Kaidou is the most dangerous creature in the world, shouldnt they send the admirals to kill him FIRST? but it seems like they dont even have time for the yonkous who are bigger threats.
