Matt Owens loves both Skypiea and Davy Back, but doing a whole season on those controversial arcs is way too dicey (co-producer Shueisha must be aware that even Japanese volume sales went down during this period).
That's mainly why I was thinking in terms of elements to support that season, stuff that churns the major story beats along while the straw hats are off gallivanting in the sky: Aokiji and Akainu, Ace and Blackbeard, Shanky, and Whitebeard, Buggy, etc.
I sincerely doubt that skipping Skypiea is on the table. Not to mention Skypiea very much contextualizes Robin's place in the crew and increases the stakes that make Water Seven so good.Whereas pulling in Foxy (but more importantly Aokiji) was a means to make it so Jaya+Skypiea doesnt have to be stretched to fill eight episodes. It's perhaps the only season (unless you think Thriller Bark and Sabaody will be a season, which lol) where the concern would be finding content vs. cutting it.
Unless they divide Water Seven and Enies Lobby between the second quarter of season 3 and the first half of season 4. Which isn't... a horrible idea. Bookending season 3 with Robin's joining and Robin's betrayal is inspired. Season 4's first half being Rocketman to Enies Lobby with the latter half being Thriller Bark and Sabaody could work, freeing up season 5 for the war.
