This chapter made it clear that the weapon was tested on Lulusia for the first time.
It made it clear that Vegapunk's "Mother Flame" was tested for the first time.
As for God Valley, the island has disappeared, and not only on maps. Sengoku said the island "disappeared entirely", and, if the manga wasn't clear enough, the anime did emphasized it disappeared physically.
It could be something like Uranus had power for X uses and the government had run out of fuel, so the Mother Flame test was needed.
But one of the Gorosei said that if it worked then they could bring long standing conflict to the end i.e nuke any island at ease. That means they couldn't use the weapon previously( as Dragon wondered this chapter) until they got 'Mother Flame' in their hand which they tested for the first time in Lulusia.
Granted it can be bypassed with your theory like Uranus( it IS certainly Uranus) had little ancient power left which was exhausted in God Valley destruction. But I am not in this theory; it will warrent question like whether usable condition never appeared until GV incident.
The fact is Gorosei said it could create an 'example'. If they had single weapon to destruct a island in a instance , they would have 'advertise' it by now making GV as an example, rather hiding it from history.
