Yes, but that process will take years. If he quits he's gone immediately and there's less chance of WW3 and hopefully a chance to repair our international standing.
But the investigations will continue all the same and the rest can still happen. WIthout him being provided the protection of sitting president and without him blowing up the country.
And as bad as Pence is, he'll at least seem sane in comparison. But he'd have to deal with a completely fractured base and horrific fallout. including all the Russia stuff still going on, and midterms hitting immediately, and he'd be a lame duck from the outset pretty much.
