1- So Bellamy doesn't crash into the floor head first? To try and make him stop dead in his tracks?
2- Cause the protagonist of this 17 years old manga is one that usually cares about these "bloody idiots", specially the ones that suffer massive abuse from their idols. You just need to go back to PH to see when's the point that Luffy stops joking around and goes ax-crazy after Caesar's ass. And time wasting is not a reason for anything in-narrative, just a reason us readers get more or less impatient over the stuff that's happening.
3- Yes, that's why Oda's making Bellamy act like this, in a time where Luffy should by all means be rushing towards Doffy, he finds an obstacle in his way that he, so far, can't get past just by sheer force. He could, yeah, and you and 400 other forum users want to see him getting over Bellamy by punching his face very hard, but that's not Luffy's mind or emotional set right now. It's supposed to be the very worst moment for this confrontation, it's supposed to build tension.
Keep in mind I'm only speaking about this moment, what we've seen, and what Oda's trying to achive. It's level of success depends on many other factors, first of all if you buy it or not, and I know fully well you in particular WON'T buy it. But that's a different thing. Or, for example, if after this thing is done with, Dofla and Law are stuck in the exact same situation, then, yeah, the tension building would've failed pretty hard. But, again, that we'll see.
