To respond to the first part I bolded, these are my thoughts exactly. Not only are there way too many of these giants, they are also highly ranked marines. Oimo and Kashi werent even really considered marines, just servant-guards, these giants had to have joined the marines despite the WG's prejudice. Also, John Giant is way too well groomed looking to be from Elbaf, or at least in oppinion. I really want to see what Oda does with this, since it would be like him to explain these things considering this is a guy who makes up door repairmen to explain how broken doors magically appeared.
Also the mental image of Luffy reacting to a cluster of mostly bald Long heads had me cracking up.
Well, John Giant is kind of strange. On one hand, his clothes look like one of those real life admirals'. On the other hand, he likes to shout, which isn't something a sophisticated person would do every time he/she appears on-panel. But, he has like a dozen medals and I remember no one else who has any (Onigumo and Momonga has one only). He also wears an awesome hat with a giant feather.
Whereas, we have Lacroix who is like our most generic random Vice-Admiral, but bigger.
Then again, Ronse and CatGiant can be from Elbaf for all we know.
Then, we have Afro and Hippo with those cannons. So yeah. I'm very curious.

I kind of don't understand why the power of vice-admirals varies so much. Ronse was pretty dumb, and then there was the vice-admiral who Doflamingo toyed with (and who was understandably absent from the war). Then we have Garp, who's pretty much Admiral-level. Momonga and Onigumo aren't pushovers, either.
Let's not mention Garp, he's like a guy who could single-handedly do a Buster Call, he only needs a ship to carry the cannonballs. He just doesn't care.
Tsuru is another exception.
As for the others, I really don't know. I see Momonga as a very basic VA. He's good for what he has to do, but he's not that special. Onigumo, Strawberry and Doberman all seem somewhat twisted, while Cancer and whathisname oh yeah, Mozambia really sticks out. Then, we have Bastille, Dalmation and Stainless who look like they could handle things fairly well. Like Momonga. And lastly Comil, who is pretty strange to me.
Ronse was good for fighting and raw strength, but I question his tactical abilities which I think all VAs should posses.
Lacroix can hardly be judged well.
And I said everything I wanted to about John Giant.

True from everything we've seen giants from Elbaf dress like vikings … nothing like John Giant and Saul called them 'brutes' which I am guessing is because of the warrior attitude shown by the giants we do know come from Elbaf= Dorry, Borgy, Omino and Kashi.
I do not see John Giant coming from Elbaf ... unless he turned his back on traditional dress lol. As marines, they could (loosely) still fit into the warrior attitude on the side that is strongly disciplined.
Hey, what if sometime ago, the WG tried to turn giants into obedient soldiers and they only succeeded on certain islands inhabited by giants? Or just one? And killed lots of others in the process? And that's why now the marines have only 9 giants?
That's a lot of question marks…
