Heck my town has shades of this sometimes, with some older/middle aged white people. And we are also a suburb immediately next to an inner city area.
But we never had a monopoly on one white-ethnic group, so the tribalistic element never really took hold. And we've gotten ever blacker/browner over the years, as the less talked about Step Four occurs, of black and hispanic people also going "Fuck the city, I'm getting a suburban house outside of that nonsense".
Same was true of the town next door, though they weren't right next to a city they sure came off more white than always…made sense. But then India came along and landed some sort of Hindu Mayflower on the shores, and now what once twas lilly white is ever more sitar themed and curry scented.

Boston's sports fans being legendary for their racist taunts probably have more to do with it than anything else; just a few months ago Adam Jones had an entire section at Fenway throwing racial slurs at him.
From South Boston the lot of them, I have no doubt.
