Well… he's not exactly wrong. But I'm sure that he doesn't mean it in the correct way.
A while back, I posted a link to an NPR story about how the brain deals with the problem of scarcity. It turns out that if a person perceives their situation to be one particularly lacking in any desirable commodity (money, time, space, affection, etc.), then they are extremely prone to making poor decisions that can unfortunately lead to more scarcity.
Basically, this means the opposite of what Carson said:
I think poverty to a large extent is also a state of mind. You take somebody that has the right mindset, you can take everything from them and put them on the street, and I guarantee in a little while they'll be right back up there.
Even if you have the right mindset when everything is going swimmingly for you, more often than not that mindset is immediately impacted by the problem of scarcity if everything is taken from you. People in power have known for centuries that this is how you create and sustain a powerless underclass.

It’s an entirely reasonable theory. We live in ahighly partisan epoch, and voters are usually loyal to politicians from their party. Trump endured a lot of turbulence in the general election but stuck it out to win the Electoral College. The mediadoesn’t always guess right*about which stories will resonate with voters.
But the theory isn’t supported by the evidence. To the contrary, Trump’s base seems to be eroding. There’s been a considerable decline in the number of Americans whostrongly approveof Trump, from a peak of around 30 percent in February to just 21 or 22 percent of the electorate now. (The decline in Trump’s strong approval ratings is larger than the overall decline in his approval ratings, in fact.) Far from having unconditional love from his base, Trump has already lost almost a third of his strong support. And voters whostrongly disapproveof Trump outnumber those who strongly approve of him by about a 2-to-1 ratio, which could presage an “enthusiasm gap” that works against Trump at the midterms. The data suggests, in particular, that the GOP’s initial attempt (and failure) in March to pass itsunpopular health care billmay have cost Trump with his core supporters.

There's some good news.
From everything I've read, like how harshly the lower courts have continuously dismissed this bill because of it's discriminatory language and blatant xenophobia, it's going to have tough go in the Supreme Court.

The closeness of the race in a heavily Republican district is pretty consistent with the swings seen in other races so far this year; at this rate, Democrats have a really good chance of taking back the House since there are 120 House seats that are less Republican than the one in Montana.

This man literally believes that Noah was working at age 600, and he uses that to condemn the idea of people retiring.

Earlier this week, Secretary of Education Betsy DeVos defended the school choice agenda in the Trump administration's 2018 budget proposal. DeVos got chided by Democrat Katherine M. Clark for her inability to answer a question, in regards to discrimination against students in private schools.
