I'm not sure I should bring this up since it seems to be a bit too cross referential, but it does seem that Fujitora's stance in this chapter is somewhat in line with the fictional character of Zatoichi in which Fujitora is strongly based on.
Typically, Zatoichi (like Fujitora) never goes straight for the killers or corrupt yakuza bosses in the movies after they've done exposed themselves–he casually got the feel of the atmosphere around him and the people who inhabited. He was almost always a nuetral party who strongly connected with the innocent civilians but only stuck his neck out when he was pushed far enough. Similarly, Fujitora is also a pragmatist despite clearly showing that in his heart he wants to help the innocents being put in harm's way. He's neither an altruist, nor does be place blind faith in the world government (stating it "isn't God").
There was also a contradictory pacifism about Zatoichi that (currently) seems to have rubbed off on Fujitora. Zatoichi often seemed like he was forced to kill countless opponents because they either tried to kill him directly or because they were too corrupt and consequently pushed him too far one way or another despite the fact that he was well capable of taking out the entire organization single-handedly. Consequently Fujitora seems to have reasoned that aiding Doflamingo in apprehending to Strawhats would be the route that would lead to the least amount of killing and probably easier than doing both that and taking out Doflamingo's entire family. It seems he knows just how terrifying Doflamingo's power can be and how sadistic he can be using it on innocents--not the sort of man you'd want to back into a corner no matter how deserving he is of defeat. Yet permanently leaving him in power is also not a compromise Fujitora is willing to make--he clearly wants to dethrone and strip Doflamingo of his title but seems to find the present situation to dangerous to attempt that. I'm not sure Fujitora is even certain he can beat him alone.
Now I'm not saying Fujitora's character follows every beat of his inspiration. Far from it. Fujitora, unlike Zatoichi, is in a very significant position of power on the side of law and order and has a concrete duty of ridding the world of active pirates. This is why he cannot make any such concessions when it comes to Luffy and the gang and I'm not sure that he can even after he learns of the Strawhats' motives on the island and sees the eventual good they do. It is certainly a unique "blind justice" aspect of the character that is unique only to him as Zatoichi is almost always at odds with the established Shogunate government in the movies, including an ever present bounty on his head.
One big question from reading this chapter is wondering how long Fujitora will be able to put up with this with the likes of Pica crushing innocents below and the ensuing carnage getting worse and worse. Will he have an emotional breaking point that forces his hand, similar to what happened with Aokiji/Kuzan and Smoker earlier in the series? Kinda doubtful if he's being distracted by Zoro in a lengthy swordfight. It'll be interesting to see where Fuji goes from here.
I don't think it's just to assume Fujitora is identical to Zatoichi in ideological sense. It would best to stay in canon. Another reason for that it is plausible to say Fujitora looked like someone would use pragmatic approach to lower the casualties and stop the problem in this chapter he contradicted with that side of his. I'm not saying you're wrong on comparing Fujitora and Zatoichi, it's just that i still think we don't have a concrete enough picture of his character presented to us, that is logical and discussable. It's obvious that he has his own schemes in mind and when the stress of chaos reach the climate point (still has a room to grow) we are going to see his priority.

I meant that you purposely misinterpreted my words and offended yourself with them. I didn't claim that they admirals weren't threatning. I said that they aren't as threatning as before. Of course they were made to look like monsters the first time around. They only looked that way because were fighting against people who were weaklings in the world of one piece. That's long since changed.
No. I think Marineford arc showed clearly that wasn't the case. Considering Fujitora has an op Devil Fruit power as such as Gravity. He can easily become a nightmare for almost everyone on that island.

I know I'm late with this but I think I've figured out Fujitoras reasoning.
When he says that the people are angry, I think he's hinting that the only way to topple the Schichibukia system is if the people themselves speak out against it. So far they've been doing all the shady things in the shadows and most of it has been covered up but the more people realize just how rotten that institution really is and how deep their connections to the WG really are then it is they who will begin to revolt against it.
If the marines stop him then it can all be covered up again by the WG but if its someone else, especially a civilian then its much better and thats why he's going against the Straw hats, its similar to Jinbei's reasoning, a pirate stopping another pirate won't change anything but a civilian doing it will show that they don't need pirates to protect them.

Mainly because so far Doflamingo represents the absolute worst things on how bad the system really is. Its Doflamingo's actions and everything he's gotten away with that will be shocking and horrible enough to make people take action and not just consider it.
Think about it. Crocodile was just trying to take over one country, Moriah was attacking random ships, Hancock, Mihawk and Kuma haven't done too much shit. Doflamingo on the other hand is at the center of most of the bad shit out there, the simple fact that taking him down will throw off the world's balance makes him someone to prove how bad the system is.
So for now Fujitora is letting him hang himself more and more, its unfortunate that some people will get hurt but he'll try and minimize the damage as best as he can, in the end the ends will justify the means.
On Fujitora, still… It's the WG has the media power and they can alter the facts to their will. WG does not give a fuck's sake to Dressrosa citizens. They can destroy that island to their will and reason it as attempting a coup detat while allying with Pirates and Revolutinaries. World Government won't give a fuck about what citizens think. Hell, it's more logical if Fujitora were to destroy that Island, evern more now, citizens knowing what a Shichibukai has done to their families, kingdom, previous king, and then use next Dressrosa King' presence in Revery to help his fight disbandining the Shichibukai. But no, he goes after the side which fights for the people against an abusive King.
IF World Government did indeed had any care about civilians, considering Shichibukai's misdoings it would all be done and over. You can't negotiate with them trough logic and arguments. In the end you got to make them choose between the Marine Admiral(s) and Shichibukai. All this theories of Fujitora about showing the world the greater good is if he is trying to show Sakazuki and other admirals that Tenryuubito are scum. Then make them disband Shichibukai or there won't be any Marine Admirals -or there'll Marine Party.
