The thing is, though, that I don't think you actually have this quite right. As alluded to within this very chapter, the Warlords themselves have certain 'rules' which they are expected to follow, in terms of their behavior. The way I understand it, the same would apply to any subordinates of theirs, since they would then be their responsibility. Basically, in theory, the subordinate answers to the Warlord, who in turn answers to the World Government, and thus are allowed relatively free reign.
Under normal circumstances, if a Warlord, or one of his subordinates, would take action drastically out of line with what they are 'allowed' to do, then they would be stripped of their title; Crocodile being the original example of that. Doflamingo thus far has simply been a sort of exception, because it's been heavily implied within the past few chapters that he holds some sort of influence within the higher powers of the world, far beyond what merely the status of Warlord confers upon him.

One thing did bother me. Fujitora said that if you're a criminal and you're working under a Shichibukai, you're forgiven. What kind of sense does that make? Crocodile was a shichibuakai, he did bad things, and he was arrested. But by simply being a subordinate, you're exempt from all laws, even though the Shichibukai you're under isn't even exempt from those same laws?
This was posted while I was typing my post, but I think my point stands for this, too. Basically, at least as I understand it, it's not a matter that CC can do whatever he wants as a subordinate, but rather that his past crimes are waived so long as he is acting under Doflamingo. As for his current crimes while acting under him, I see it as one of two possibilities. The first is that the Marines are somehow still unaware of them, although that seems rather unlikely to me given what Smoker likely would have reported. Assuming they are aware, then, I think it's less a matter that he gets off merely for being the subordinate of a Warlord, but more because he happens to be a subordinate of Doflamingo specifically, who, again, seems to have enough influence to be able to get away with far more than he should be.
