Very good review!
I agree with most of your points. The pacing was an issue on a weekly basis, but rereading it, it wasn't much of an issue at all. It was a pretty quick read nonetheless.
The corrupt Urahara thing I kind of see as intentional, but his explanations and convenient appearance struck me as pretty bad.
I swear that Masaki's boobs changed size many times throughout the flashback. It's like her clothes were so tight she usually had typical manga sized breasts, for when she was naked, they expanded 5 times their normal size.
I do think they didn't have much of a relationship, but I may have been the only person who liked Isshin's narration about their life together and how she was his sun.
A couple of things I liked was a) the fight between Isshin and the hollow, which was smooth, fast, and well drawn, and b) how Ryuken, Katagiri, Masaki, Isshin, and Ryuken's mother all actually had pretty well developed personalities.
A couple of things I disliked were the weird inclusions of Aizen, Matsumoto, and Toshiro, who really didn't do anything, and the ending in general.
All in all, I don't think it deserves quite as much slack as people gave it, but it was nothing great. I'd probably give it a 5 out of 10.
It was a hell of a lot better than Kenpachi vs. Unohana at least.
