The first two parts (Phantom Blood and Battle Tendency) can be described as "Fist of the North Star with vampires". The third part (Stardust Crusaders) is where the series became it's own thing with the concept of "Stands". Parts four, five, and six (Diamond is Unbreakable, Vento Aureo, and Stone Ocean) continue that.
Only Stardust Crusaders was licensed due to the popularity in America (thanks to an Arcade game from Capcom).

From what I've read about Oda and his music tastes this man would fit in. Rock, Pop and Jazz. The hair in completely different, but this should be where the glasses and the pink feathers and the naked torso came from.
Also, I always thought Oda took Inazuma's name from the Inazuma Eleven anime. I remember something from an interview were he said that his son was watching Inazuma Eleven and Heartcatch Prettycure at the time.
That and that Oda is a major soccer fan.
