Personaly i see it as a scenario like oh let's say you are running a marathon and you're barley ahead at the finish line, so damn close to victory. And all of the sudden some tool jumps out straight in front of you and starts blabbering about how nobody needs to win, we can all just get along. And while he's blocking the road another guy runs past you and wins.
Terrible analogy is terrible. Coby logic is nothing like this. He recognizes they already achieved their original goal and now its time to regroup. A guy is attempting to sink the Island and his superiors insist on chasing people who do not want to fight increasing casualties even further.
Calling Coby a tool is on the same level of retardation as calling Akainu's actions evil. One is doing his job and the other is making the right call militarily by not wanting to pursue a bonus objective at the expense of lots of resources(tons of lives and possibly the ground their fighting on). Dividing your sources between a potential threat and a gigantic current one is a terrible strategy.
