If anyone were to improve in Buggy's crew, I would say it's Galdino after roughing it in Impel Down and so on. Wonder if we'll see him in another fight again (kinda doubt it since he seems like he would be more of an Admin guy for Buggy's new dispatch organization).

Anyways, I'll try to answer as best as I can but I can't say I'll be great… Well first off, Blackbeard is the evil guy, while Luffy is the good guy. They both have the same dream however: to find One Piece and be the Pirate King. They're both D's, but they have totally different ways. Luffy gathered his crew through trust and friendship and he works hard to keep them. Blackbeard bashed half of them out of Impel Down and while they're comrades, it seems it's more because of a common goal (wanting power, probably) than through a true bond of friendship. Blackbeard used deceiving and knowing most of what's ahead to get into a position of power (faking his Schichibukai spot to get a strong crew, being on Whitebeard's ship to find the DF he was aiming for and to learn his territory), while Luffy likes the adventure and does it all his way, simply moving forward while having fun.
Blackbeard puts all of his faith in destiny while Luffy works hard to achieve what he wants. They both have the devil's luck, too.
Lastly, Blackbeard uses two of the strongest devil fruits in existence to get his power, whie Luffy uses his silly Rubber power (which he utilises perfectly).

From what I've seen most seem to think he is now working under and is one of Kaido's top subordinates, I'm undecided… But knowing now that Kaido's crew/army is largely made up of Zoans, it would make sense that Drake would want to work under him.

Maybe in the olden days Garp used to be able to match Whitebeard.
However, it was also said that Whitebeard was the only man (or the only pirate? sorry I'm not sure) who could match up to Roger. Also, as Roger never really was captured, it's pretty safe to say that Roger was stronger than Garp. So maybe Whitebeard was at that time also stronger than Garp, even if the three were really close and it didn't differ much at all.
From that age onwards, Whitebeard grew stronger and became the strongest man. As it was literally stated that he was the strongest man in the world, not just the strongest pirate, I'd say it's pretty safe to assume that Whitebeard was the strongest. Garp was also really strong two years ago and he probably still is, but it's hard to say just how strong he is, and how strong he used to be two years ago.

Wapol wasn't just goofy he was also legitimately terrible.
Real dictators like the Kims and Gaddafi are/were also considered comical.
Ener was a total meglomaniac, having some strange alternative goal doesn't change that he's the most pure dictator type in the series.
Lots of dictators have complicated stories to their rise to power, Arlong isn't out of that mold.
The Assads in Syria belong to a group that used to be oppressed throughout history, then they flipped things in Syria the other way around. Now their group is dominant, and the majority Sunni Arabs are the lower classes. This is what is fueling the war there most of all.
