A rookie who's ready for the new world himself. It wouldn't surprise me if he was able to cause the Straw hats some kind of trouble.
If he causes any sort of trouble, the 2 year time skip was a waste.

This is silly. You can't exactly blame Ace for doing something Oda WROTE for him to do. Oda wrote he should go after BB, Oda wrote for him to be beaten.; Oda wrote that be that stubborn bastard, just like his father, Roger was when someone insulted those he cared for.
Whatever though, English isn't everyone's first, second or even third language. I personally am pretty underwhelmed by Ace myself. A Logia that won….. anything? Dude was given short shrift for sure.
As a 17 year old Rookie, he was already fighting on equal terms with Jinbei, a Shichbukai….and was offered the postion too. I fail to see what part of him was ever fodder to begin with.
Hell, we can say Blackbeard was fodder because Whitebeard owned him like a bitch, even when he was on the verge of death. Almost dead WB > Full strength Blackbeard

Luffy was a fodder during the Marine Ford arc.
To HIGH TIER people, and caps because there are very few of those shichibukai, Admirals, Sengoku, Garp, Sentomaru, Smoker, Iva, and commanders, and obviously WB, but I think you could make a debate about wheter he was at The new world captains levels or VA's levels (since I think there both on par) and you've got to remember during the war he was basically running on fumes as it showed when he got to the VA's he had basically nothing left and they just kicked the shit out of him
but to lead the charge in such a way and basically becoming the turning point in the war to me would take him out of fodder class, he was to big a part of the war to be considered fodder, that's like saying Iva's fodder cause he can't beat or probably fight with WB

I'd still like to see a proper richochet/rubber battle though with tons on momentum and high speeds involved and both players basically bouncing off any attacks that hit them.
Course, Bellamy seemed able to only make springs out of his feet, so maybe it was never to be.

That fight had no possibility. Bellamy was at a complete disadvantage.
The most disappointing person when revealed as a fodder was in a way Usopp. While I see him as an amazing fighter and crew member he had so much potential that Oda didn't really play out. His appearance was so amazing. He was famous throughout the village, he was a kind person and was very brave. He definitely should have had more fights in part one. All his epicness was mostly from his ability to face his fears have complete faith in Luffy and making epic speeches.
Though I think this will change. Oda did say that he wanted Usopp to be weak so that people can be inspired by his inner strenght and watch him grow stronger, so that we could be inspired to grow with him. It's true I know if I was still a kid I would be greatly inspired by Usopp and i'm kinda inspired by him now. The way he cares more for his pride than his on life, never grew up with the harsh training Luffy, Zoro or Sanji had but still strives to be strong so that he can make Luffy the Pirate King. Yea he's not disappointing at all I just hope he gets more fights and has a huge impact on the pirate world.

You are correct about Usopp. I thought of how amazing it was when Zoro and Sanji were going to lay themselves down for Luffy, but if you watch Alabasta you will notice Usopp doing the same thing. I couldn't stand Miss Merry Christmas but I loved Usopp standing up for Luffy. I really think you should watch the Usopp vs Merry Christmas fight again.

VA's may be strong but wasn't it stated somewhere that Rob Lucci was the strongest Human(Human/Zoan) out there in terms of physical strength and fighting power as a solid being.
I'm annoyed that I can't remember when this was said, it might have been in the anime and therefore possibly not cannon but I think he was stronger than VA's personally. -

I think the important phrase here is "who want to kill them?". He knew Luffy wasn't going to kill him so he could go all out without having to worry about the consequences.
Also I thought he did pretty well in his fight against Perona.

Think of it this way: Going Merry was nakama to everyone on the crew, and Ussop knew what fate awaited her. His fight against Luffy was the only instance where he had to fight, all his own in both effort and goal, to protect the life of a nakama.

All that means is that Jyabura, CP9, and Fukurou never rated any high⊤ tiers.

I would have to say that I was pretty disappointed about Erik "The Whirlwind". I know that he was a Filler character, but the ability to slice people apart with razor-sharp blades made of goddamn air could have had so much more potential and might of actually made Erik as formidable a badass foe as Kuro or Arlong back then if he had proper mastery over his Devil Fruit.
Shame he tripped and drowned. Comically.

Hm the giants in Marineford were kind of disappointing. I expected an epic battle between them and Oars but they were only devices to show off Oars' determination and were disposed off rather quickly.
Now I hope the giants in the New World will be a lot stronger at least.

Its pretty obvious he is reallly really strong. Maybe Oda decided not to show off how strong he was, we could yet see him in the future…

Well I'm hoping Hammond and his crew aren't fodder, at least in the sense that they'll be minor characters. This is only because I love the Octopus Merman's design. My favorite so far post timeskip outside of the Straw Hat pirates.

A lot of the Baroque Works agents are fodder. They built them up like they were really amazing if they had a number over 13, but they weren´t anything special

T-Bone. He's my favourite character but didn't even get a nice fight although he looks original, his personality is great etc. And I fear there's no hope for him (I still think the VAs will be important sometime).
I do hope though that the Giant Squad won't have the same fate. Of course they were all beaten up in the war, but they fought the strongest enemies (WB, Oars jr).
The war was disappointing because of this but also I liked beacuse at least they were introduced and did something. Not all of them though. -
