Was it said that Ryuuma actually killed the dragon? Because if not, he only cut him, then Kaidou has that scar from ryuuma since it's only 3 years before kaidou takes over wano. And makes sense why moria would want the body of the guy that hurt kaidou. Also makes sense since kaidou got defeated many times.
Sorry to dig this up after several pages, but I thought I'd answer it as best I can. I can't comment on the timing of Ryuuma's original death, as I don't think where it lies on the series timeline has ever been confirmed, but if the old "Monsters" one shot that Ryuuma came from is to be taken as canon (and thus far, I see no reason why it wouldn't be), the dragon he killed was western style (like the ones on Punk Hazard) and he full-on cut its head off.

That Tsuru can't recognize Kiku despite Kiku lirerally looking the same
And that Kiku wouldn't comment that Ashura Douji ks using a different name now(asuminh he is ShutenMaru)
So if characters that close are being shown having trouble to recognize each other, well maybe, Hiyori=Tama it is a thing and simply no one around recognized her.
Setting aside the "She hasn't seen O-kiku in 20 years" issue, it's entirely possible that O-tsuru didn't interact with Kinemon's colleagues enough to recognize her.
I'd also say that O-kiku with her hair down, in full kimono, and wearing make-up to play the part of a tea shop hostess gives off a very different vibe when compared to her full "samurai mode" which, based on the flashback shots from last chapter, looks straight up like a tall, black-haired Himura Kenshin, so her "disguise" might have something to do with it as well.
She also may not have actually met Shutenmaru yet, only heard the name, so O-kiku not commenting on/recognizing him as (almost certainly) being Ashura Douji isn't necessarily all that strange.
