Early Issue in Japan due to the Labor Thanksgiving day on Nov 23rd.

Yes, so that Kaido again blows him away and Luffy start his attack anew. You know by now that it is always 3rd attempt which works against top guys for Luffy.:ninja:

That said, you have good chance to be correct with this prediction considering the current set up.
I'm kind of seeing things being setup like this:
Kaido has this Oden obsession going on. Whom has Oden's sword right now. I would imagine that some sort of comment would be made especially now that he has said: the last of the samurai died with Oden, the Scabbards were not able to reopen his wound. On the other hand, Zoro has expressed concern about the situation on the roof.
So besides Luffy's declaration(and what he does before it), the other focus of the chapter may be Zoro reopening Kaido's wound.

And then when the chapter is released on the following week, it will turn out that Tama off-paneled Kaido and Big Mom thanks to her DF powers so that chapter 1,000 can be focused on Orochi, the true menace of this arc.

Given that there was a sudden delay already and that we know Oda works ahead of where the magazine is at, I can only assume this means the chapter is completed and locked in.
Does the text there say anything substantial about it, or is it just standard recap and hyping?

I can't understand all of it but it just looks like standard recap and hyping to me.
Basically just says the release date of the chapter, that there will be a color spread, and that the Wano arc will be heading into it's climax next year on the bottom right.
And the bottom left seems to be a bit of recap, talking about the raid on Onigashima.
I'm curious, are you guys expecting something special for chapter 1,000? I feel like Oda has a something in mind what he wants to do in/with chapter 1,000 but I don't know what it could be. I expect that we should have reached the mainland by chapter 999 and for 1,000 we will get a cool color spread but other than that I don't have any expectations.
At this point, I am expecting start of Rock's flashback.
I guess the most plausible options are two (or two group):
1000 being the last of the Third Act. In this case I'm gonna bet for we reaching the Flower Capital in 999 and the battle to begin in 1000 (just to be interrupted, yes) OR (and I'd prefer it) SH Fleet arrival. Other possibilities are: Big Mom betrayal over Kadio; Kaido betrayal over BM; the arrival of an external chara (BB; Shanks; Marines; WG); the revelation of some hidden secret of Kaido
1000 being the first of the interlude among Acts. In this case I'm gonna bet for Vegapunk reveal and DF explanation. Imu is also a possibility (yes, it is too soon to see who they are, but 1000 is gonna happen one time alone, right?)

I would have preferred 'Will of D' reveal the most. But going by recent flashback between Law and Robin, I think we have to wait for Laugh Tale arc for it.

Color-spread is all i need. I don't want anything special to take place in chapter 1000 other than maybe nice crew moment honestly. it'd feel way forced to match the milestone at this point of the story.

I'm thinking it could be a bit of both - Perhaps the chapter is the last of Act 3, but doesn't break evenly. Like perhaps the first few pages are the conclusion of the third act, curtains close, then we cut to some big stuff.
I do think you're right with the intermission stuff, but I feel like the Straw Hats have to appear in chapter 1000. That's why I had initially anticipated the act would break around 997. I thought 1000 would begin with some major intermission revelations, then cut back to Wano and the start of Act 4.
Now I think it might be the opposite - the end of the third act in the first part of the chapter, then cut to stuff around the world.
There was a major introduction in 100 and 500 (Dragon and Rayleigh respectively). I feel like we might see a major character revealed, though not sure who. Maybe the Wano person we saw meeting with Crocus? Vegapunk? Imu? Joy Boy? Rocks?
I feel to only reveals that can live up to the chapter 1000 hype are:

Or if act 3 ends in 999 someone else talks about it.
I doubt it'll be anything more than the start of Luffy vs Kaido. Chapter 500 didn't have anything super special (Rayleigh showing up is neat but nothing compared to the crew separation). And there isn't much lead up to anything else atm.

Previous 100 multiples have had important milestones for the arc they were within. Luffy landing his first blow on the previously untouchable Crocodile in 200, or the crew getting their CP9 1v1 matchups in 400 for example. If a hundred lines up with something more significant, like finishing East Blue or the battles of Skypiea, fantastic, but Oda hasn't previously disrupted the ongoing story to match a lore dump with a chapter number.

I see the Loguetown rush as an outlier that hasn't been repeated since. That was more than 20 years ago now. If it was still something Oda was willing to do we might have seen the post-Marineford stuff drag to delay the timeskip to chapter 600, or Whole Cake Island rushed to make basically any Reverie event the chapter 900 twist.

There's even an official countdown stretching for three months to create a buzz, which is something unheard of, and it's undoubtedly publicity creating expectation on the readers and inherently promising a payoff. Even if I'm mature enough to not rise my excitment beyond reason in order to not be disappointed, it is a big deal.

I'm not betting an arm that chapter 1000 will be the most earth shattering chapter ever… Nevertheless, I think Oda is in a situation where he can manipulate the script for it to be anything, really, and prepare for it in advance. I'm not suggesting distorting the story only for the sake of doing something pretty in a milestone chapter, but rather organize the order as such, given for a lot of things the order is interchangeable without hurting the pacing or the narrative progression.
Also, there's a lot of lore themes screaming to be finally revealed, like the "Dawn" thing or even something new about the deeper lore of the world. More importantly, there's so much going on in this war character-wise and universe-wise that you can really do anything. It could be a new party arriving in Onigashima, or a great character moment, or a new Strawhat joining, or someone dying, or an info dump from Kaido and Big Mom, or the start of Kaido's flashback, or an intermission between acts happening somewhere else.
Oda can even draw an extended chapter with 25 pages or something.
As you said, this milestone is a great marketing opportunity, and I believe that Oda and his staff don't want to waste all the attention that comes with it with merely an above-average predictable chapter. You want to have people talking about it.

I only wanted to buy WSJ 5-6 but it seems like, I will have to buy both , I still can't believe that we will reach chapter 1,000 in a couple of weeks.

Current Shonen Jump mangakas draw many OP characters in the cover pages.
Poster color spread for chapter 999 (not 1000 it seems..) is the largest one in Shonen Jump history.
It seems 999's cover will be done by various JUMP artists, while 1,000's is Oda's. This helps explain why 999 will be the biggest one.
But I wonder how they'll be connected.
