Pekoms? There's nothing about him that indicates crew material anymore than the others being thrown around. His even less I would say. He's weird on his own but not really something that the crew would be better for having around. Unless angry house cat was something missing.
There's nothing, but he actually has a fun interesting goofy personality unlike most of the other generos walking around that people are favoring.
He's not joining the crew.

This thread has been going for decades and the last time someone joined was Brook like a century ago. Nobody has any chance of joining the crew except Jinbei at this point.
It's true.
Oda has always been quite obvious about the new crewmates for the most part.
The first five are largely normalish compared to later characters but that fit given East Blue. And even so it was still obvious when each one showed up.
-Zoro tremendously stood out by the bare bones cast at the time, and Luffy spent that entire mini-arc obsessing with him.
-Nami was the obvious first "main female character" in all respects and deeply interacted with Zoro and Luffy across the Buggy arc.
-Usopp had an immeidate quirk aspect to his design and personality that screamed "important" by Oda standards. And he perfectly fit a gap in the cast for an everyman.
-Sanji was the obvious stand out in the restaurant that they deliberately went to with the idea of choosing a chef. He was young, strong, and visually distinct from the other chefs.
Enter the Grand Line and the new crewmates exist in far more exotic wild environments alongside increasingly wild characters. When they show up we KNOW it.
-Chopper, a multi-form bipedal deer with hella mascot potential even in his original less cute design.
-Franky: blue pompadour, cyborg, hawaiian shirt, popeye arms, sunglasses, and fits the bill of the shipwright position. Come on.
-Brooke: A living skeleton with an afro. Nuff said.
Robin and Jimbei are more peculiar examples mostly because they have very specific circumstances. Jimbei is the boss character to join the crew that we heard promised, and to be fair one we haven't seen fully developed yet. He's also y'know a Shichibukai.
Robin was…curious from the moment she appeared. And her original character design was highly peculiar by Oda's standards, especially among his female characters. And her role is and continues to be quite apart from the rest in how it's tied to the bigger plot. She felt distinct among the crew through most of the pre-timeskip. Especially before Enies Lobby.
Oda doesn't just inch secondary characters into the crew. He's never done it. They've all been stand outs of one sort or another. And the basic Grand Line examples are tremendous neon billboards of character design and concept that can't be ignored (Chopper, Franky, Brooke).
This is the way it is. Odds are we will KNOW when the eleventh person shows up. And being as they're the last one (at least based off Oda's comments)? Oda will make it extra special.
That...or the eleventh will be someone we already know whose been established in some regard.
