I think they will need some sort of filler villain for this, how else could they give this special a substantial plot? I predict Luffy defeating/taming animal characters with nods to when he was training with Ace and Sabo. Anyway I hope this is more like Episode of Nami and less like Episode of Merry, what a train-wreck.

It's occurred to me that this might very well be directed by Ootsuka Takashi. One Piece Episode #626 (22 December 2013) was the last episode Ootsuka both directed and storyboarded. For Episode #639 (06 April 2014) Ootsuka was only the episode director, Miyamoto Hiro'aki storyboarded the episode. That would be about eight or so months, depending on how Episode #639 affected his schedule.

Here's some more information
The title of this special episode will be the pre-timeskip “3D2Y: Overcome Ace’s Death. Luffy’s Vow to his Friends!,” and will retell the two year time period when Luffy trained on the Island of Rusukaina with Rayleigh.
In the episode, according to the One Piece website, Luffy rediscovers the importance of his crew mates after losing his brother, Ace, during the Paramount War at Marineford. He overcomes the grief in order to learn Haki, and undergoes a 2 year-long harsh training session with Rayleigh on the Island of Rusukaina.
During that time, one man’s appearance shakes the world. The man who escaped from Impel Down’s Level 6, Burndy World (バーンディ・ワールド), brings along his former crew mates and goes on to crush prominent pirates and marine battle ships, one after the other. The World Government hurriedly calls out for the Seven Warlords, but upon hearing that, Burndy World captures the Warlords, and makes up a plan using them as a means to lure in order to achieve his larger ambitions. World’s target is the person whom Luffy has a deep connection with: Boa Hancock. Might Hancock fall prey to the man who is also known as “The Destroyer of Worlds?” And what about Luffy?
Based on the comments given by the episode’s producer Hiroyuki Sakurada and Mr. Takaki, the episode, which will be on Fuji Television on Saturday, August 30 at 9:00 p.m., will shine light upon previously untold aspects of Luffy’s two years apart from his crew mates, focusing on such things as “training … acquiring Haki … the 3D2Y code” and more. “Luffy fighting for the sake of his friends and dreams will surely fire up the viewers and bring them ‘hope’.”

Here's some more information
Hancock has never seemed concerned with what is going on in the rest of the world. She only seems to have concern for Luffy, and her sisters. I can't see her being lured away from Amazon Lily, nor caring what happens with the other Warlords. (Aside from perhaps Jimbei since she knows how important he is to Luffy). In addition we're supposed to believe this Burndy World could overpower Warlords the caliber of Mihawk and Mingo? If Mihawk and Perona are leaving the island what's going to happen with Zorro? Is he going to be left on the island battling Baboons on his lonesome? I don't picture Luffy leaving the island. Everything we've seen indicates that he spent the entire two years on the island, and we've also heard Luffy say (in Dressrosa during the Colosseum battle) that he didn't know about escaped prisoners from level 6. Either everything with Burndy is going to happen behind Luffy's back while he trains on the island, Burndy is going to come to the island and battle Luffy without revealing where he came from, or Rayleigh will finish Burndy off before he encounters Luffy.
Now that I've voiced my skepticism I have to say I'm still looking forward to seeing it.

So, yeah, interested in this guy's design and mr. 3 and Buggy, but not much else.
Edit: Also, with Unlimited World Red and now this TV special, it seems so far L6 ID escapees are only good enough to fill non-canon material. Count Red looks interesting, I don't know about this guy, but I hope Oda gets to it and delivers some good, canon L.6 mini-arc or something.

Well, there's no set number of them, so it's a great way to just pump a new, threatening enemy out of thin air for filler material. That doesn't prevent a different one from actually playing a role in the actual story, though.
I'm not really going to concern myself over plot holes and things without even knowing how the episode plays out. For all we know, Hancock was ambushed in her sleep and the entire episode takes place in secret on the island that Luffy and Rayleigh are at. Hancock could even wind up getting credit for capturing this L6 guy in the end.
I'm still going to keep my expectations nice and low.

Sounds promising. It wouldn't surprise me if we see something big that that Oda plans to reveal later in the manga.
Only thing that's worrying is that the amount of amazing characters being featured alongside this new enemy, many of these filler characters (including the ones created by Oda) tend to be very forgettable or just plain stupid. If it doesn't feel genuine then it isn't going to work. -

What makes you think Law is going to be a warlord at the time of this special? Likewise at the time of this story Kuma will no longer be Kuma, but PX0.
I expect if they're going to show warlords -as warlords- during this time period its going to be pre-time skip warlords and not post-time skip warlords.
