What is the point of saying Nojiko told him the situation, he knows the situation on Dressrosa b/c the dwarves told him and the Den-Den mushi call with the other SHs. It had its chance last week, and it has been given more than enough time this chapter already, so if you _must_ continue it then take it to PM or if absolutely necessary find a more appropriate thread.

Exactly, this is not only a matter of the enemies strength, but Usopp as well.
He faced enemies as strong or even stronger than Treból before, when he was much weaker and less experienced than he is now. The gap between Enel and Usopp back in Skypiea was much much bigger than Treból/Sugar and the current Usopp. Back in that time Usopp had basically nothing but rotten eggs and rubber bands in his arsenal. When he fought Miss Merry Christmas and Mr. 4 (who hold the same post in a Shichibukai crew as Treból/Sugar) he also didn't had any personal achievement besides beating Chuu, sure Chopper was there with him but back in that time Chopper was not seen as much stronger than Usopp himself.
Usopp now has a really strong arsenal, with the dials and the pop greens, and we know he is confident on those things as he made clear when he met Nami in Sabaody. Also, since he came back there were only reasons for him to grow even more confident in his new found strength, seeing as he effortlessly defeated one of the New Fishman Pirates officers and even managed to finish Buffalo and capture Ceasar.
That said, it's hard to think he would see the current situation as more scary than the ones he went through previously. There are reasons for him to cower, but not enough to evoke a more radical reaction than previous experiences did.
I've been thinking about Pica and his devil fruit. I don't buy him being a logia just like that.
I mean, with that kind of control, he could be somewhere on the side, making the rocks look like him. That also might be one of the reasons why Zoro can't make his attacks work. Pica isn't even there (maybe).

I personally think it'll be a situation where he learns it but can't control it well and it'll progress through arcs where he finetunes it. And I agree to a certain degree that he's a gadget user, but his attacks are still physical based (besides firebird star), much like the Kuja warriors and their arrows. As a sniper of the SHs, it would be handy to learn it. The only crewmates I don't see learning Haki are Franky and Nami, both use technology and have attacks that aren't physical (laser, fire, lightning….etc).
IDk how haki would work through plants though. Vergo used a bamboo for his attacks, but ussops plants are more "alive"…rather than an inanimate object or part of his own body. Not saying putting armaments through plants isn't possible though but I don't think its been done before. I do think some underhanded attack like a seastone pellet would work more for him though but we'll see if he pulls out some crazy stuff during this fight.
Franky I kinda think he would eventually have haki eventually though. Even though he probably wouldn't need it, he is one of the stronger fighters and certainly has more "will/ambition". But yea I agree franky's laser and such probably makes up for haki, but Franky does like needless additional firepower....

Probably number 3. That would fit his character best.
I doubt he will be learning Haki just because of stress. He has been through several stressful situations before, but never learned any Haki because of them. He's bound to get himself in even more dangerous situations in the future too.
And the entire point of the character is that he's supposed to be limited in terms of power.
And really? Franky being unable to learn Haki because of his technological body? The technology is part of him. People can embue CoA on objects too, you know.
And by the way, you're wrong. Usopp saved Genzo from Arlong before even talking to him and then he saved some random bystanders from Chuu at Arlong Park.
He only attacked Arlong after Nami sister went there, and he after that told a lie trying to scare Arlong away and after that he ran. Right now he just ran, he didn't tried to lie to the enemies.
Against Chu he was fighting for Nami; with Luffy, Zoro and Sanji; and even than he ran, than attacked Chuu when he wasn't looking(certainly it wasn't to safe the people, but even if it was, they were Nami's Villagers), and told a lie like he was fighting against Chuu and not running away.

It took only three chapter for Usopp to save guys he met only a few hours ago(maybe less than an hour). Meeting that consisted into Usopp being captured and obliged to lie in order to avoid being killed or naked (or both). And Usopp still think that Franky is on his way so he did not have to risk his life until the situation was critical.
I don't think that Usopp's character has regressed, it might have been even weirder if he had saved them before that point. But obviously time can be really long when you wait for a scene that is definitely going to happen.
Usopp learning haki would be fine. Usopp learning haki NOW seems like a pretty big stretch honestly.
I see the fight playing out like this: Trebol will serve as the muscle and an obstacle in the way of getting to Sugar. He'll most likely beat up Usopp pretty damn good like every other major fight that Usopp has been in, but he'll take out Sugar at the very last possible moment. Then the toys will change back to their former selves and gang up on Trebol, thus taking him out.

But on the lower right it looks like a big chunk of the ring is destroyed. It could be smoke, I guess, but it doesn't look like it is, to me anyway. The texture (for lack of a better word) is same as the one of the destroyed part of the audience.
Anyway, I think a raw image might shed more light on this.
