I thought about it, but I'm only on Vol. 9 of Slam Dunk so I feel like I haven't seen enough of Sakuragi/Rukawa or anyone else to put them on that list.
Of the numerous mangas/animes that I've read/watched, 4 characters possess unique traits that make them stand out from the ocean of Goku wannabes. There are many other characters out there who too, possess qualities and/or flaws that make them excellent characters. But these 4 are an ocean of complexity that you can dissect and discuss for days on end.
1. Johan Liebert: The most intimidating villain to ever appear in a manga/anime and among the greatest villains in literature/television period, and he did so without a single superpower. He's the kind of character that would leave even veteran psychiatrists dumbfounded and could be the subject of years of English discussions if it weren't for the whole "mangas are so crude and superficial" attitude of most English professors/teachers. The way he toyed with the psyches of those around him was a sight to behold.
2. Himura Kenshin: What makes him different from other paragons of virtue and righteousness is that in the form of a bleak, painful backstory, his values and beliefs are actually justified. Thrust into a world of violence, he adapts and becomes a hardened murderer, only to have everything crashing down in an instant. The internal struggle between his two halves and his journey to both embrace and escape his past at the same time makes him a memorable character.
3. Shinji Ikari: He is a wuss of a protagonist who can, will, and should be hated by anyone. Hes constantly whining, crying, running away, and lets those around him down on countless occasions and in general pissing you off. But what makes him such a masterful character is that he's realistic. There's no enlightening/traumatizing event that allows him to grasp the magnitude of the situation and trigger his growth into a hardened individual. There's no mentor/comrade to guide him through his struggles and help him fulfill his destiny. There's just a kid who's thrust into a terrible situation and responds in irrational ways, and as much as we'd like to sit back, point, and judge, in truth we'd all behave in a similar fashion if put in his shoes.
4. Light Yagami: Much like Johan, Light is such a fascinating character. His charisma and endearing personality makes you forget sometimes that he is a reviled villain and a master manipulator. As much as we'd like to consider what he did despicable, he was correct on many accounts about the human nature and in his own twisted way, justified in his actions. His tragic yet fitting downfall perfectly reflects his descent into darkness despite his initial noble endeavours, and leaves you rethinking how you perceive the world and whether or not there truly is a black or white.
5. Nobody stands out enough for me to set them apart from others. There's lots of great candidates many that have been mentioned in this thread, Hisoka, Lelouch, Guts, Vash, Isley, basically every character that had a line in 20th Century Boys. It's really all about what you value in a character at that point. And as much fun as it is to bash Naruto, Kishimoto has some very well written characters with very deep complexes ie) Kimimaro, pre-Rinne Tensei Nagato. If only he'd create more characters like those instead of doing all he can to destroy the Obito character.
On a side note, Spike Spiegal is a shitty character and anyone that has him in their top 5 either A) is all about style over substance or B) can't think for themselves and just go with the opinion of popular media. Just because he's the only character that's been "Westernized" doesn't make him good. Yeah he has some nice quirks and traits, but he is fundamentally a terrible character. He has little depth as an character and he does not have any believable motives. Hell, we don't even know why he became a bounty hunter in the first place other than it has something to do with him leaving "the Syndicate". It also happens that we A) never learn anything about the Syndicate, B) don't know why Spike got involved in the first place, C) don't know why he left, and D) have no idea about his relationships with members of the Syndicate. And WTF was with his interactions with Julia or whoever, was I supposed to be sad when she died? We never had a real explanation for the whole situation and barely saw how their relationship developed, if at all. Not the worst written character by any stretch, but without a shadow of a doubt the most overrated character in the anime/manga industry.

I would say that Kishimoto has some pretty good character development in Part I, then some okay character development in Part II that continuously degrades as the series continues on. Nothing too spectacular after Part II begins, though.

One dimensional characters don't have multifaceted personalities and are completely defined by a single trait and, don't have explained reasons for who they are and why they are who they are, which is the textbook definition of good characterization . Zoro is a fully fleshed out character with his own colorful personality and quirks with backstory that fully explains who he is and why he is who he is . His character have been fully explored and explained through out the series . And All of the Strawhats are very well written characters with Luffy being the best written out of them which is they are critically acclaimed for their characterization.
And Naruto whole cast have been proven to be one of the most shallow , dull , steroetypical , badly written one-dimesional characters . They are hardly fleshed out let alone being some complex characters like you are suggesting . Complex characters are those who are fully fleshed out characters with personality traits that seemingly contradicts with each other . Not sure why i am even explaining this to a typical Naruto fan who pretty much has no idea of stuff he is talking about .

Character development is part 1 was above average at best imo and by part 2 Naruto characters became one of the most undeveloped characters i have seen in manga . Kishi " character development " always felt forced to me where Kishi just tries to force-feed that the character has grown whereas the character actions and choices don't reflect that at all and they never really show any of the growth on panel, not to mention how the their growth is so random and just pulled from thin air . Just look at the recent Sasuke development of him wanting to become the Hokage .

How exactly is Zoro fully fleshed out? How does he possess a multifaceted personality? His only real character trait is that he's incredibly resilient, his role in pretty much every arc can be summed up as "take hit after hit until he reaches a critical condition, but wills himself to get back up to finish the job", and everything he's ever done in the story coincides with the whole "I must become stronger to become the best swordsman in the world". Never has he shifted away from that persona. I guess you could say he has a quirk of having a poor sense of direction, but even the most one dimensional characters have quirks. One Piece has some of the most dynamic, colorful personalities in manga, Zoro Roronoa is not one of them. I simply can't explain to you his personality that have been shown over the course of 700+ chapters . This is something that an individual has to notice for himself when reading the series . How about you go read One Piece from the beginning and carefully notice Luffy's actions , thoughts , expressions etc…..... This is how Luffy's personality has been presented in the story . I don't think that me explaining ( i am pretty bad at explaining too) it right now will change your opinion that much , it's better for you to look at the original source.

Yeah, the recent stuff is obviously bad. That's why I said that part II is where it begins to enter a steep decline. Part I I think had good character arcs that were more or less ruined retroactively. i.e. the Sasuke rescue arc where Neji and Chouji really should have actually died there. They had real good arcs in and of themselves and that just thrown out. Part II just rubs it in your face even more so not by having Sasuke become hokage (bad as it is, Sasuke has never been a particularly attractive character development-wise), but by having both characters take mostly sideline positions until Neji suddenly comes out and sacrifices himself for no apparently good reason.
One Piece characters are well written and developped but on the down side they have almost no evolution or growth. Even after the time skip (take Usopp in the last chapters for exemple). Funny thing is that I don't know if I like that part of the story or not.

When he joined Luffy, Zoro told him that if Luffy ever got in the way of his dream, he'd kill him (or something like that). On Thriller Bark, Zoro was willing to throw his life away so that Luffy could achieve HIS dream of becoming Pirate King. This meant that Zoro recognized the fact that becoming the greatest swordsman couldn't always be his number one priority, and that some things are more important.

LOL pointless arguments are pointless . You pretty much want me to hold your hand and pretty much explain to you something that an individual has to notice through out the series . Sadly it seems like indirect characterization is too hard for people like you . And the fact you claimed how some Naruto characters are well characterized and developed pretty much explains that you really don't know what you are talking about in terms of characterization and development so yea i have no argument for someone like you .

For some people, Zoro's characterization is enough to work. For others it may be insatisfactory. While you are at liberty to debate this, I would most certainly refrain from turning this into shooting each other petty insults.

If I made any remarks that can be interpreted as an insult, I apologize. It is ZoroFTW who appears to have the attitude "you have no clue what you're talking about because you like certain aspects of something I have an irrational hatred towards, therefore I will use this as a veil to conceal the fact that I do not have any real arguments to back up my point". I think it is fair to say that some characterization works for some people but not others, and for me a strong character needs to be dynamic and constantly grow throughout an extended period of time to be believable. It just gets on my nerves when some people form a schema about something and attempt to make every other aspect about it fit, to the extent where they refuse to acknowledge even the slightest positive and/or negative that doesn't fit.

Thank you for actually making a point unlike certain other posters. I can see where you are coming from as this is one of the few events where Zoro's character has truly been tested, but I personally did not find it very convincing, and moreover it didn't result in any real change in Zoro's persona. He reverts right back into the "go in headstrong, anything to get stronger" attitude right after. Perhaps if I re-read that part when One Piece concludes, and find that this incident had a tangible influence on Zoro's character development throughout the remainder of the story, I'd change my mind. But based on the story arcs currently completed, I don't see it, the current result is that Zoro has another life threatening experience and gets stronger.

Well, firstly, design wise, Luffy has some key recognizable features but overall, his design is pretty plain when compared to some of Oda's other characters, like Franky, Brook or maybe even Zoro.
Character wise, a lot of his personality is very similar to Gokuu, another Shonen protagonist we've all seen before. If we were to summarize Luffy, he is simple, pure-hearted, honest to the point of almost insensitivity, a goofball, but he can get serious if it means protecting his friends, which he treasures, and the one thing he's good at is fighting. But this also describes Gokuu pretty well. Heck, you can even throw in the fact that he was raised/trained in the wilderness by his powerful Grandpa. This kind of archetype works really well as a main character, but it doesn't stand out or seem too different.
Granted, there was that scene with Rayleigh that shows Luffy's adventuring spirit, which is seperate from Gokuu. It's 500 chapters late but I can recognize that's one of Luffy's defining moments.
And it seems that in scenes like these: http://www.mangapanda.com/103-2273-15/one-piece/chapter-166.html Where Luffy's intelligence and thinking seems to be pushed to a point where it becomes unclear. The simple adventure-guy is suddenly lecturing Vivi that's she's naive and people die, etc. This is in stark contrast to this: http://www.mangapanda.com/103-2624-17/one-piece/chapter-517.html where Luffy's head hurts to think of where to find an important person. I know Luffy can't be smiling 24/7, but one minute he's insightful, and the next minute he isn't. Just how smart is he?
Maybe I'm just not reading this right, but I can't really see how Luffy is superbly "well-written". I don't take big issues with this, but I don't think Luffy is as interesting as some of the other Strawhats. But funnily, none of the other Strawhats seem fit to be captain.

He is tall, blond, he has a nice hat, he wears a suit, he has a cool scar… and also he is smart and sexy.
