For the marines there is always the issues of moral code and absolute justice.
Justice is blind. Right is right, wrong is wrong, no in-between.
Morality is also the sense of rights and wrongs, in regard to the intend and norm.
I hope Cody can bring a balance to the justice system practiced by the marines to that of moral justice, instead of absolute.
Smoker is also a believer in that..
Can see them becoming the Garp & Sengoku of this era.. Smoker as Garp, Cody as Sengoku, with a twist on who has devil fruit ability.

I'm not sure if you agree with this "Coby as villain" theory or not but thanks for pointing this stuff out. Oda's just bombarding us with super powerups for Coby in the background. His development is almost ridiculous considering he was virtually nothing before Luffy met him. I just can't see how all these powerups for Coby can be relevant to the story if he doesn't use them to seriously oppose Luffy sometime in the future.If he just turns out to be another "Garp," that won't really do much for the story because the Marines already have plenty of heroes (Sengoku, Smoker, Tashigi, etc.). How can Coby, as a character, become essentially different from these marines? Coby's character is a parallel to Luffy's. I believe these characters will violently clash someday and Coby won't be able to seriously fight Luffy unless he has a genuine reason to do so. That's why I think he'll turn into a villain someday.
Cody? Villain? No way, Jose.
Crash? Hell yeah!! Violently? nah..
Just as Garp & Sengoku wanted to capture Roger, they did not go all out to kill each other regardless of the cost.
Let say IF there is a crisis going on, and they KNOW that Roger was doing something that is genuinely good for the people, they most likely will assist Roger by not getting in his way first.
Only when everything is fair play then they will duke it out.
That is moral justice for you. Pretty much like Smoker in Alubrana. Aojiki did something similar with Nico Robin arc also.
