Carrot will sail with the new nox pirates under captain pedro (definitely not dead). They will be part of the strawhat armada. The sun pirates will also bepart of the armada. (Yeah, sun and night)
The grand fleet is a tool that will be used by oda to "join" likeble characters without having the trouble to give them too much screen time. Oda is constantly splitting the crew to be able to compact the arcs. You can image howlong they would be with the full cast. It doesn't make sense to expand the main crew at this time of the story.
Imo, the last chance to recruit a new crew member will be wano. The new crew member wouldn't receive enough panels to shine afterwards.
