I think Big Mom being Lola's mother is a red herring and that her mother is this character named Elmy who appeared during the Maniford War Arc.
Chapter 793: The Tiger and The Dog

I haven't read through the thread yet, but just finished the chapter and have to say: IMO, this is one of the best chapters in a very, very long time.
I'll definitely be reading it again, I'm sure. Jesus, man. The Kidd alliance reveal, Kuzan BB confirmation, the effects of the smile trade, Fujitora, Akainu, the Gorosei…
Seriously you guys, Jesus H. Burgess.*
(*This is a pun on Jesus Christ, a common english expletive, and Jesus Burgess of the BB pirates.)
-
Hey, did anyone catch the fact that one kingdom had to surrender because of what happened in Dressrosa. It does show that again there are good and bad consequences due to the heroes actions. I kind of like that because it shows that even though the heroes might have saved the day it doesn't mean everything will be honkey dory for someone else who had to rely on the villain's ability to supply them. It does show how gray the One Piece world really is.
In a converse line of thinking, it was Doflamingo's arms dealing that sustained a war, and by cutting off that pipeline L/L brought an end to a war and its bloodshed. We assume it's bad because that guy is crying, but we really know nothing about the situation. I think it's a fair assumption that most of the people involved with Doflamingo were generally bad people. Stopping a tyrant who facilitates war is usually a good thing despite the smaller number of good people who were forced to engage in business with him and are now disadvantaged.
-
I don't like it that the supernovas reaction about this was too casual. Like they all had time to eat and react to it in the same time like it was nothing special, after luffy and law defeated one of the best warlords. What people did the other supernovas beat in their journey? Luffy got 3 warlords and CP9 so far.
-

The Supernovas seem to have high expectations of each other. We've seen it with Luffy as well when he said that he called Hody as tough as one of his own generation (an over-100 million pirate) after continuing to get up. I think that's pretty cool, they're all on the same train and all agree that if you don't aim big you might as well not bother. I liked it when Kid said that Luffy has the spotlight on him now (after the war) but he won't let him keep all the glory to himself, which ties in with the same theme of them being rivals that expect no less than making it big from each other.
-
One of the most beautiful chapter in a while
-
How cool would it be if that were Kaido's steed?
I hope so.
I really want Kaido to be super short, and it is starting to seem like that is pretty much definitely not the case :P
-
It's so nice to see Capone and Eurogue again. My two favorite supernovas seem to have interesting ties to the current plot. Also, seeing the other alliance was going after Shanks was cool. I had a speculation, but seeing it on paper was very satisfying.
Can't wait to see the other straw hats and how Dressrosa ties up. Pretty darn excited after this week.

Hello Arlongpark
Anyone else noticing how the marines are slowly getting weaker and weaker? Oda is building for something.
Senguko .. ex fleet admiral resigns after served a big loss in his home court while facing " one " of the yonoko.
Garp .. the legend and the icon of marines walks away after his grand-son Ace death.
Kuzan .. once one of three pillars of the marines, an admiral, a leader also walks away with a disagreement with another admiral. that's counts as two.
Fujitora .. just toke this position, yet it looks like another deserter.
not to mention all the other from lower ranks such as smoker, this establishment is going down. and now the new fleet admiral is picking a fight with his bosses?! i ask u gents, whos left? what other person can reverse this down hill drop? and if that's not bad enough, we have my man, D Dragon (his friends call that) waiting to patiently for an opportunity to struck the hands of WG. Marines are no more, it's a matter of time before this called " balance " between the three powers is damaged.
All that while Yonokos are openly targeted by newcomers, and shichibukai is done. yeah done, do you really think they put fear in someone heart now? i know Buggy does..
end.
-
Wow what a chapter. No action, just powerful words!
- Aokiji may have allied with Black Beard but I still stand pretty firmly on the side that he isn't one of Teach's 10 super commander captains.
- My guess is that Capone is allied with Big Mom, he showed up as back up for Tamago and Pekoms but only after Sanji and the gang pulled something off and got awaY.
- I would have never guessed the Kid alliance was going after Shanks. I thought for sure Kaido or Big Mom.
- That cat person from Hawkins' crew can be seen partying with the other established crew mates from Kid Alliance.
- Oh and Oda's gag like SBS about Killer eating stick food through his mask becomes reality!
- That winter island drake is on is probably the same island that was mentioned and seen as being one that Kiado really liked. Only the trees are very different. Not just that they don't look artificial, but they look like Bonsai trees. There could be a lot of little factors behind that but just pointing it out. Kaido could be small like the Bonsai and the wind and snow just makes it look like those ears/horns are shrouded in the clouds, or he really could be a giant. Or maybe thats a big owl(like a big version of the owl in Thriller Bark and Kaido rides that!).
- And that marine in fighting! Does Fuji not care to return the Marines right away or will he half assedly attempt to "capture" the Luffy and Law? Maybe he'll go all out!
So exciting! Too bad this very day will cary on into the next few chapters. I want to see Jinbe's reaction and while we still could without jumping a day into the future, the only time he could have gotten the news on this day seems to be during his party and I don't see Oda backing up to that scene.
-
@Go:
I never understood how exactly does Luffy beating Doflamingo show the failure of the Shichibukai, to be quite frank. Isn't it the same regardless of who beats him?
Also, if that is so, why didn't he go after him when Luffy seemingly did fail, after Gear Fourth drained him? This does not add up.
Letting pirates defeat Doflamingo shows the inability of Marines, and Admiral doing the job shows that the Marines still can exert control.
The point of the whole incident is to increase discontent and lose face for the Marines, and it worked wonderfully because it was pirates that did the job while the Marines did not.
The people in OP are skeptics of the WG and the Marines, the WG saying "System works, it's our man at the scene who screwed up, and now he is trying to shift the blame on us" is not going to achieve anything when the evidence is mounting. Why would he go after Luffy when his Sabo was there? When the announcer was hyping Luffy up to be the hero of Dressrosa? Burgess was too weak to be a factor and Doflamingo was barely standing and alone.
He didn't need to prematurely end his gamble when everything already pointed to Doffy's demise. -
big mom doesn't look anything like her first "portrait" too
Neither did the first portraits of the shichibukai, or the first of kanjuro, but when eyes and features were put in to their portraits they've pretty much remained the same. Not to mention Kaido's facial features have been drawn on colored cover pages, hard to go back and change that all of a sudden.

Plus the fact that people more and more are trying to do their best to reform it.
The biggest injustice that Naruto did was ignore how crummy the system is and spout out this " Will Of Fire" crud which glories conforming to the wishes of the village even when it does atrocious deeds.
-
I really want Kaido to be super short, and it is starting to seem like that is pretty much definitely not the case :P
Haha, let's do this à la Usual Suspects.
The shocking truth revealed next chapter: Chopper was Kaido all along -
Oh wow I only read the spoilers up to Red Hair part, thinking that was it, wondering why 100% of the thread was excited about the chapter. Now that's a surprise. Though Aokiji joining Blackbeard makes no sense to me whatsoever; hopefully the result of that new pairing is as awesome as the last page of this chapter. edit: makes me wonder if reading half the chapter in the spoilers leads to extreme excitement for reading the scanslation's 2nd half.
-
Everything is pointing to the fact that Fujitora is gonna attack luffy and law, however no one is strong enough to stop him, sengoku/aokiji.
-
@LordEnel:
Everything is pointing to the fact that Fujitora is gonna attack luffy and law, however no one is strong enough to stop him, sengoku/aokiji.
Well, Sabo could try something.
-
Can we discuss Fujitora's response to Sakazuki's ultimatum?
Fuji doesn't need an order to go after Luffy and Law; his original purpose for landing on Dressrosa was to investigate and apprehend them. So why now is he acting grimly pleased to get the clear order to do so?
The way I see it, there are two likely scenarios: he either is happy he's being forced to try to capture them, or he's glad he's banned from Marine bases. The former would make the most sense if he's trying to cover his ass when he pisses off the Dressrosa citizens by claiming his hands are tied. He could either use that to foment further mistrust of the Marines or to try and preserve his own credibility by shifting responsibility.
The third option is that he's actually just tsundere.
-
Also, Mansherry could instantly repair that casino to distract him.
-
Well, Sabo could try something.
I don't know, the guy had his battle in the arena final, with burgess, with fujitora. Now he can made another draw with fujitora?
Dragon could show up. Likely Dragon noticed the situation on Dressrosa and wants to check on his men and maybe say hello to Luffy too.
-
Where in the HELL do I start?? Aokiji with BB?! Who the hell was Drakes father?? Akainu has a ton of balls mouthing off to the Gorosei like that lol!….what a chapter! So much info in only so many pages. I need to read this at least 5-10 more times lol.
-
Don't know why people keep thinking of the easy way out. Sanji and co beat up her crewmates, might take out her ally in capone. There will be fireworks. Capone might not even be talking about luffy and law as he has no newspaper like urouge, these two might not have even gotten that piece of news. Since he is on the ship of big mom might have been informed about sanji and co actions, and sacastically mention that they did well for themselves.
Capone could be watching the transmission.
-
I wonder if his current men will follow Fuji. His haki is great but a blind man can't just travel alone like this.
I would like Tashigi and Smoker to join him but they seems pretty far. -

Yeah in almost every other manga the mass is usually a non-factor that obeys and listens and virtually have no will of their own. Although they don't really do anything either in One Piece, they are not mindless and can eventually bring social change.
-
You know, Dressrosa really was a slump for me … didn't even feel very much at the end when Luffy finally put Doflamingo down.
But this chapter ... oh man. It's the first one in ages in went and read for a second and third time.
I'm really wondering if Sabo will interfere with Fujitora again. Although that would be too redundant i guess. -
That cat person from Hawkins' crew can be seen partying with the other established crew mates from Kid Alliance.
Oh, nice find but wasn't that cat's head black?
@RomanceDawn:Not just that they don't look artificial, but they look like Bonsai trees. There could be a lot of little factors behind that but just pointing it out. You can't differentiate bonsai trees from normal ones if you don't know the scale and I don't see anything suggesting that. They look like Japanese pine trees.
However, the idea itself is not bad. If it isn't the case, Kaido could also be small with a huge shadow in that scene, though this trope might be a bit overused. -

Sengoku is the general inspector, he will investigate the matter at dressorosa, it makes sense that he is heading there. It was he not garp who gave orders about doflamingo. In fact he tried to keep matters secret fom garp. Is it unusuall to eat crackers. He would normally take garps like that impel down scene with luffy? When garp went thats my grandson.Kid and hawkins and apoo and kid has even better chances of winning than luffy law and zoro. Hawkins see's the future, knows when to fight, that should make us nervous about shanks. People use kizaru, reation to ben beckman like he is not a known troll. Did'nt he try killing luffy, law shlrtly after, along with kuzan? Kaido and big mom will react soon. Plus if blackbeard's burgess is arrested, it will only be that much more interesting.
Brooke, Nami, and Chopper had trouble with 1 of Doflamingos subordinates and not even an executive. Sanji has been pathetic in the New world. I don't think Oda gives a shit about those crew members any more, I don't see him giving them any badass moments because Oda has only given us 3-4 good chapters in 3 years and I don't see him giving us good chapters including awesome fights with Sanji, Brooke, Nami, and Chopper. They are more likely to be eaten by Big Mom than Oda giving them the spotlight to do something meaningful.
Because we are upset that it looks like swirlybrow pirates won't be rejoining the crew any time soon. Sanji, Nami, Chopper, and Brooke have not been part of the crew for 1/4 the manga and now its looking like that 1/4 might turn into 1/3 with brooke not being part of the manga for more like 3/4 or 2/3s of the manga with chopper also approaching 1/2 the manga. It feels like Oda does not care about them anymore. I don't even think I consider Sanji as part of the top 3 strongest members in Luffy's crew anymore, he has been pretty pathetic for a few years now. At one point, Frankie took on 3 of Doflamingos underlings at once and even more fodder and he wasnt even at his full strength using his ship's upgrades…
It's easier to view Law and Bartolomeo and Cavendish as part of Luffy's crew than it is to view Nami, Brooke, and Chopper simply because they have been gone so long. Why should we care about their characters if Oda doesnt care about them either?
-
@Go:
But what Fujitora exposes is not that the system is broken, but that marines are. All WG needs to do is go "We have performed extensive investigation following Dressrosa using CP. The rest of Shichibukai are clean and abiding the terms of agreement."
You don't abolish the law just because someone is not following it. Not like Fujitora can prove that Shichibukai as a whole are out of control using one Doflamingo. System compromises of several pirates, most of vastly different backgrounds and personality, and none with Doflamingo means.
And even if everybody buys that, again, the above mentioned flaw in that plan manifests itself: if marines are not competent enough to deal with one Flamingo, how exactly will the hunt down abolished Shichibukai?
Luffy is taking Shichibukais down like flys since he showed up two years ago. He destroyed Croco and Moria. Hancock will never lay a hand on him (ok this is unknown to others, since she is still funcional like Mihawk). Law, Jimbei and Blackbeard simply left their post or allied openly with some newcomer. They also failed to be effective at Marineford. And now the atrocities of Dofla are out in the open. The last straw that Fuji gambled on and has every right to do in his view. And it might work.
The system IS broken, many don't follow orders and anybody IS able to hunt down Shichibukais. -

@Go:
Can we please discuss something less controversial? Like the possibility of Urouge/Enel team up that will take the world by storm?
I wonder if Urouge has an story with Enel.
Urouge appears to be from Birka, Enel's homeland, but as a kid he was a Skypiean.
-
Capone could be watching the transmission.
or it could be a survivor from the swirly hats communiating via the den den mushi. Also, capone is not in vicinity of the transmission, only those three islands. So news papers it should be. But from the way he and his men are facing and the way he opens his speech:oh, oh my, suggest that who ever is on the other side of that den den mushi just gave him some info. Now we only saw one ship of big mom before swirly went off panel. So how did he find out, that cesear is not retrieved? Who told him? Who will he take cesear from? Of course it could be info about law and luffy, swirly hats or both, but in this situation i will lean onto the belief that it is the swirly hats?
-
I really like these chapters where it shows the world's reaction to events.
-Now we have an explanation for why Fujitora mostly stayed on the sidelines during the fight. I remember some people complaining that he didn't do much. I also remember people saying this arc is Alabasta 2.0, and I like how now it's a reverse Alabasta, with the WG not being able to cover this up.
-I'm surprised the Gorosei just casually talked down to Akainu like some kind of annoying mosquito, and how little the Marines mean to them. Also surprised that a major inner conflict between the Marines happened so soon after the timeskip. Will Fujitora still officially be an Admiral, or will they have to look for another one to fill the void?
-A lot of people are holding a grudge against Luffy and Law for this because of deals with Doflamingo. I wonder if this will ever come into play.
-I don't really see Capone as the type to make friends easily. He stabbed one of his henchman with a fork for warning him not to cause trouble, and IIRC he was pissed at what Luffy did at Marineford. So I think it's more likely he's working with Big Mom than helping the Strawhearts. Plus, Big Mom + his underlings call him father. Interested to see how the Sanji pirates will get out of this.
-Who was the person behind Urouge? And what does Kaido look like? I feel like Oda's intentionally being a tease with showing Kaido.@R_Zoro: Drake's father was Barrels.
-

i want to agree with you, believe me i do, but luffy looked bad before cesear, and almost every one he fought before dressorosa. Also jora is no fighter, her strengh lies in her ability, i think you have an incomprehensive level of expectation from the scardy hats, they are not invincible, but that makes them scaredy cats as even nami said on fishman, scared does not mean powerless. Nothing has been shown that makes them look weak. As for sanji, if you have seen what those pirates have gone through, to only get a crack, against a vice admiral, proficient in hardening haki. And keep going like nothing, without even breaking a sweat….. compare that to the pacifista or kuma on thriller bark and you will see the difference in sanji who has this fight and sanji against someone he is no match for. Im pretty sure sanji and brook took care of tamago and pekoms. Chopper some background people. While nami prepared first her thunder storm and in union they took out all background fighters, severly destroying the big mom ship, then used her mirage to make them disappear off sight.
P.s Jora was not an executive? -
In other words the One Piece world is changing and people will start questioning the effectiveness of authority. Maybe even start wondering if the Five Elder Stars are really the ones calling the shots and that the world is at the whims of the Celestial Dragons.
I was talking about the Shichibukai system. The, according to Fujitora, bad idea of giving pirates (lower than yonkos) immunity and let them do what they want.
-
he was basically already revealed during Teach and Jesus call back in the colosseum
and hinted at at the end of punk hazard when smoker said to kuzan that "the rumors were not good"Blackbeard was talking over den den in Dressrosa saying " we can't trust him"
-

Now that you mention this scene, I realize that Capone is working for a gluttonous woman with probably no restraint when it comes to eating.
He wanted to silence Bonney because of her behavior. But here he is two years later, working for Big Mom. The new world is scary -
Blackbeard was talking over den den in Dressrosa saying " we can't trust him"
Was'nt those words burgess's?
-
I expect a party at the palace
-
Was'nt those words burgess's?
Regardless. Blackbeard was talking to Burgess. Theyre allowing him to do whatever but it's nothing Blackbeard and co feel safe about.
-
lol the communication between Issho and Sakazuki was funny
-
These new kids come on the scene and getting upppity thinking they can take on an Emperor. Shanks better fuck them up big time.
Unless Kidd, Hawkins, and Apoo form an alliance with Blackbeard after they learn they share a common enemy. If this is the case, Shanks could be in potentially be in a tight spot.
As for the chapter itself according to Mangastream it seems like Fujitora is basically resigning without actually resigning. I can't see Fujitora going after Law or Luffy especially when everybody(other than Burgess and CP0) in Dressrosa will protect the SH's and Law. Elsewhere I am hoping that Capone is able to prevent the SwirlyHats from being captured. If the SwirlyHats are captured then I hope they put up a good fight before being defeated. I am still hoping that the Swirlyhats won't be captured since potentially Capone and Jinebi are coming to assist them.
Edit: Even Luffy and Law leave Dressrosa, I still don't think Fujitora will go after them. He is too honorable to go against them.
-
It doesn't matter how old he is. Roger conquered the Grand Line in 2 Years and Luffy has been on the sea more than 3. And all this opponents going for One Piece I don't think Luffy is going to have some chill time training on another isolated island. Either you take it all now or the others will achieve his dream.
but Roger was also really young when he met Rayleihh
Remember what Roger looked like when he died and compare to when he met Rayleigh.
-
@LordEnel:
Everything is pointing to the fact that Fujitora is gonna attack luffy and law, however no one is strong enough to stop him, sengoku/aokiji.
Nothing is pointing to that, he may stage a cover up but he won't attack them for shit.
-
Kuzan must have done some nasty shit to get Blackbeard's attention.
-

If he is near Big Mom's ship (like the panel shows), he's close enough to receive the transmission. Three islands receive it because they're close enough to get the signal. The Straw Hats are not too far from Dressrosa.
-
Unless Kidd, Hawkins, and Apoo form an alliance with Blackbeard after they learn they share a common enemy. If this is the case, Shanks could be in potentially be in a tight spot.
At some point Blackbeard is going to learn about the alliances targeting Yonkou, so at some point he will also realize that he himself is in the firing line so whether or not he'll side with an alliance to defeat Shanks is debatable. He may let them duke it out and then just come at the end as is his way and just wipe both parties out.
–- Update From New Post Merge ---
Kuzan must have done some nasty shit to get Blackbeard's attention.
Nope, he simply waved his hand at him and he was sold, look at Ace for example his beastly strength was enough for Blackbeard to want to recruit him, quirky people is to Luffy what powerful devil fruit users are to Blackbeard. Kuzan doing bad things is out of the question, he pardoned Robin, saved Smoker along with other things. My guess is he infiltrated them to keep an eye on their progress as they have the most momentum and what better way to know what's happening than by doing that?
-
@Go:
A very strong chapter indeed.
So, we finally see the Red Dog after timeskip, and it seems he is biting back. Scars suit him. White, not so much, but you do what you can.
Now, the scene between him and Gorosei is important, because it sets up a few things: Gorosei expect Sakazuki to be an obedient little doggy. Sakazuki, being Sakazuki, does not want to play by their rules. And he doesn't like CD. I don't think Gorosei do either, considering how quickly they change the subject after being manipulated by them is brought up.
Aokiji is working with Blackbeard, and that's an pretty offhanded way to establish a pretty big plot point. Still, interested where Oda will take it. My bet is on Aokiji being secret agent man for Sakazuki. I mean, the guy is pretty ruthless, and he would not go "Bah, not my problem" about him, considering how much pride he takes in the marines if there wasn't something more afoot.
Update on Supernovas is nice. Kid and his little band are going to take on Shanks. If you asked me two weeks back, I would say they could not succed in that, but… as Burgess example shows, Yonko and their crews can be beaten. Without that much effort even. And I fully expect those captains at least not being far behind Sabo in terms of power.
Now, Fujitora is in my opinion the weakest part of the chapter. Art on him is phenomenal still, and I like back and fort between him and Akainu... but here's a thing: All of the great theories about his non interference proved to be wrong. Fujitora did not act against Doflamingo... simply because he did not wish the credit.
Now, to me, this sends a conflicting message: This is a guy we are supposed to be rooting for, in this. At least to some degree that much is clear from the storyline, and lots of people agree, as seen by this thread alone. But he just gambled with lives of an entire country, simply because he did not believe that being credited with solving a problem his boss (WG) created was right.
I question this on following account also: Isn't this simply perpetuiting the corruption inside World Goverment, if good people do nothing to actively battle said corruption, nor fix the wrongs done in the past by goverment? That line of thinking seems potentialy disasterous. For example: let's say a murderer is released because of procedural error. Would it be correct for law enforcers to not capture him when he tries to murder again? On the sole basis of "It's my boss fault this guy walked, I can't possibly put him in jail now, that would be a hipocrisy!"? This seems somewhat twisted.
I dunno, Fujitora's explanation for his actions seems weak when you consider he did basically nothing to stop Doflamingo from killing the entire country.
Second thing I didn't especially liked is this: Isn't Fujitora effectively written off his own plot right now? While in story this does not seem that bad, (Really, considering what Fujitora just done, this is more of a slap on a wrist than anything else. Saka-san is a bro.) when we consider this from our meta position, this seems somewhat... strange. Of course, one can never tell 100% sure how the situation will develop, but if Fujitora accepts his effective banishment, he won't be around to exact his plans concerning Shichibukai, whatever they may be. If anything, Sakazuki would probably sent him on suicidal crusade against pirates, and ensure he would never be in a position of politcal power ever again.
That makes me think that Fujitora is going after Luffy and Law. Remember, he may represent Blind Justice. Regardless of what good they have done, both Law and Luffy are still crimals, and they have serious crimes under their belt, for which they did not received just punishment. Law has an added bonus of being Shichibukai, whom Fuji despises.
We know he won't succed, however. Therefore that leads me to believe that one of two outcomes will occur: Either Fuji goes after Law and Luffy with such vigour that Sakazuki will shed a tear after being so moved by his dedication to justice, give him a power hug and absolve him of his sins as a high priest of justice, or he will be mad at Fuji, but Fuji will get another impressive achievement (Arresting Yonko? Finding definitive evidence that will allow for total dissolvement of Shichibukai system? Convincing Gorosei to allow him to die that Fleet Admiral uniform red?), that will overshadow his failure at Dressrosa, and allow him back in the ranks.
I, for one, do not wish for him to leave the Marines. Having actual positive characters (even if they are flawed by really bad reasoning) in the Marines builds a world having an interesting shades of grey, instead of simple black and white. Having Fuji instantly become a revolutionary after he was just introduced would not be as interesting, in my opinion, and it would feel rather pointless to introduce so many plots tying him to Marines and WG if they were to just be discarded that easily, so I do hope Oda won't go for it.
Positives: All and all, great chapter, great art, great developments, great hype. Let us hope a pay off will be better than Dressrosa.
Negatives: Fujitora's reasoning is weak. But that ain't nothing new. Poor guy is just not great rethorics.
And a wall of text for my first post. Goody.
Fujitora basically gambled with lives. If he had to resort to that to achieve his goals, then so be hit. It's a gamble.
He did howeve help people when running and when pica was destroyed he'd stop the rubble.
He's a gambler. He made that sacrifice of having people killed.
Why do people expect an absolute protection of everyone? His goal isn't destroy the warlord system and save everyone along the way.

I just had an epiphany lol what if Shanks obliterates Kid and friends and then offers them to become his underlings, Shanks does have rockstar in his crew and Kid does have a heavy metal rockband theme (or is it a circus theme :ninja:) what if, like Drake did with Kaido, he accepts the offer to then further his agenda in the new world, after being battered to a pulp he won't have any other choice anyway. That's my way of looking at it and I'm going to stick by it, he has red hair so he'll fit right in. (better than all these theories of a blackbeard alliance).
Ben Beckmann on his own can take out KHA alliance. Heck even Lucky Roo could.

So I was thinking about urogue and who could be on this island with him and I thought of something. What if it was enel's vassals (minus-gedatsu). We know oda likes to bring back characters from past arcs and this could be a way for them to appear. If memory serves me right, criminals on sky island were banished by being put on a solitary cloud and pushed out into the sky, right? Well urouge says himself that they are on a 'solidary sky island'. We don't know what else the vassals are doing and oda doesn't kill off characters for no reason. The only question is how they lived for 2 years on this cloud but oda can make up something to explain that like he has for other inconsistencies. Maybe satori snuck 2 years worth of food in a bubble or something. This could bring them back to the story and maybe even put them on urogues ship as crew members.
It's just a thought I had though
