Someone on 4chan also posted the page which made the original statement regarding the petals, and it's coming from some Arrancar speculating.
Has there ever been any statement regarding that limit by a shinigami or in some official fashion by Kubo? -
To be fair, the ice petals thing being a countdown to full power was hinted quite some time ago during one arrancar fight (Can't be bothered to search) so it's not really an asspull for once.
I remember the fight you're referring to, or at least when it took place. It was the Soul Reapers' first real fight with the Arrancar. I remember everyone at least assumed it was a countdown for the bankai's usability. So this plus Bishiegaya is, at best, coming off as a retcon to my own mind.

Not really; It was the arrancar doing the "let me explain your abilitys countdown to you" spiel, which is Kubos loophole now…but back then Hitsu did nothing to correct the notion that it was a countdown to the end, and once the fight with Scissor-arrancar ended and he lost his final petal, he promptly was knocked the heck out.
Plus, if this was planned all along, it begs the question of why shrimpos main strategy up 'till now wasn't stalling for time so he could power up.

Well, why would he correct him?
Him being knocked out might make some sense considering he was simply not trained enough to handle his full Bankai. That has been a theme for him since forever.

Lack of training to handle the full power of his Bankai. I think it was explicitly stated he trained over the timeskip, and we haven't seen him in a full battle with his Bankai since then (?).
Now don't get me wrong, though: I also highly doubt Kubo had this planned out. I consider the fact that Byakuya seems also to think the petals are the Bankai time limit to be more of an evidence of that being the case, or at the very least bad writing.
However, I don't think there's any real plot holes caused by this. I might be wrong, though. -

After checking, there was one petal remaining. It's the second to last one that was dissolving. http://www.mangareader.net/bleach/211
And the arrancar was speculating. If your enemy is wrong, I see no reason to correct him. It would be dumb from a strategic point of view to explain one of your trump cards (and it's one of those cheap twist Kubo like so much). It's a rare occurrence in Bleach though.
Now for the stalling, I completely agree, especially when Shrimpo had his ass handed to him more than once before. It would have made sense for him to hide within a ice capsule or something. But it's Bleach we are talking about, where stealthy assassins fight with giant lasers. It's more a problem of general execution than foreshadowing IMO.Anyway, back in the day, I was still a bit invested in Bleach and always thought that the petals were leading to a power-up. To me, this reveal is not really a surprise and feel more like another checkbox to tick in Kubo's list before the end of the manga. Just like Kenpachi shikai/bankai.

Maybe Hitsugaya himself let out the false information of his Bankai, much like Aizen did with his Shikai.
And he's actually a villain. Allied with Aizen or not, I'm still not sure.

no different than the naruto war dragging on except you have to understand that bleach chapters have little in them so 3 bleach chapters would equal one chapter worth of content of a different series.

I mean, using two hands for more power isn't bad logic, because you'll get a steadier swing and be able to direct most of the force in the attack. The problem is that it's more intended (IE not in Bleach land) when you're getting serious and making the duel more intense.
Not akin to flipping a light switch and using it to suddenly beat an Espada. For Kenpachi's large size and strength, it shouldn't make that big of a difference. Dude was already cutting buildings in half in the SS arc with one arm!

I actually understood that when it happened. He was using technique to make a more focused and precise attack. But having that be what defeats the opponent? No. Total bullshit.
