"What's the deal with the names?"
I was approached about the project some time ago, specifically translating the names. I was asked if I wanted to work with someone considering the volume and only one person came to mind, Stephen.
I decided that as the official translator, Stephen should handle all names that haven't been previously translated and set a standard. Meanwhile, I asked the editorial side in Japan if we could arrange names so that they'd be in forms that best respected the Viz spellings but also were widely accepted by fans. Thus, we were able to get some cool names in.
I then went on to translate the site proper.
"Where's this character I like but isn't on the list?"
That was all decided before we were involved. I noted that Kumadori's mom was missing and they said the final list had already been solidified. As for why, some, like Kumadori's mom, slipped through the cracks. It happens. Others might be 'complicated' with respect to rights. Many fans think of One Piece asa single entity but make no mistake, there are very clear lines between the anime and manga that the world doesn't see.
The good news is, so long as you obtain a seal for the mail-in campaign, you can vote for literally anyone.

The real surprise absence is Oda himself. He's been top 50 in every poll except the first. Hard to say if he'll be able to keep that up without international votes.

Considering the poll is heavily skewed towards all 10 SHs (as Robby pointed out), I won't vote a single of them.
Started with Going Merry (also skewed in the same manner, still..) today.

I don't understand why the poll is supposed to be skewed towards the Straw Hats unless you're easily distracted. You would vote for the characters you like the most, so you probably know their name. While the Straw Hats are very prominent on the character selection screen, the search bar is above them. To pick up the given example, if I wanted to vote for Yamato there's no need to look for him in the Wano section, just enter his name and be done with it

There's a nudge by site design towards the Strawhats, but I also don't know how much it affects the voting, honestly. Only for someone who didn't know yet in who to vote for, so amidst the lazyness of browsing, said person would just choose one of the Strawhats in display at the top of the page.

World Hot Characters are not Top 3 based on total votes
They're simply the characters who showed a significant amount of voting activiy as compared to tke previous 24hr period.

What we saw yesterday was not real data. The official page only shows the voting of the last 24h, and yesterday there was no previous 24h to show, therefore those positions were probably something else, maybe how a few staff members voted for testing.
Only today we're seeing real data… and there's only Zoro, Luffy and Sanji... and Law in Japan.

I thought when Greg said tests he meant sample tests of people around the world to make sure it goes worldwide, ie it's still a test set of data but data nonetheless. But I guess we'll never know.

Yeah, this is the main appeal I guess. And, if I understand the system right, to shuffle the popular picks a bit. Luffy / Zoro / Sanji / Law shouldn't be in the top 3 HOTS tomorrow, simply because consistent performance is punished. So there is room for other spikers, like if Kidd does something outrageous in the next chapter or so.
Apart from this I think it's a useful tool for semi-casual readers. The hot-characters are basically a suggestion based on what other people liked, so you might vote for them as well.
Sure there is a prominent search bar above the Straw Hats, but what if you can't recall the character you enjoyed? Because that happens, like even I completely forgot to consider Garp, who's one of my absolute favorites. Only got reminded of him because I leisurely browsed a sub category. -
