I don't think it's fair to say that those three Quirks are the same just because they consist of sending bits of their bodies and control them at will. There's just so many effects one can come up with.
It's like saying that One For All, Sugar Rush and Beast are all the same Quirk because they increase one's strength and speed, ignoring the advantages and disadvantages each individual Quirk has.
Sugar Rush is, for the most part, an inferior One for All at this point. If there's reduced backlash it's because Sato's had it for longer and it has a lower power cap. Beast is definitely different enough.
Setsuna is also different enough from Hawk that I don't mind distinguishing the two, even though she didn't do anything particularly unique in this combat. Pony, though, does the exact same thing without flying and with much fewer projectiles to work with. If she ever shows more unique powers, I don't mind giving Horikoshi credit. But as is, she's an amateur Hawks.
That also still doesn't forgive Horikoshi's recycling of blade-sproutong quirks. Kamakiri better have something more because "blade quirk" is about as faceless mook as Horikoshi gets.
