Yes and the fact that they are use for resolving all arc makes them important. Oda must make interesting and important fights because that is the way he has chosen to tell his story since the beginning.
The story is just the scenario and the scenario is just one part of a literary work. The best awards are not for the best scenario but for the best directors. Fights and Flashbacks are some of the best moments because it is when the readers can empathize with the characters. They are not important for the story but for the reader satisfaction. And that is as much necessary as a good scenario.
Now it’s clear we disagree on the subject so I will stop since, as i already said, this is a topic that will never end.
They are important as plot-devices can be, but not the entire focal or core point of the series in any way. Just like how Berserk is a character driven tale of revenge but still has fights as a plot device and not something that the writer completely focuses on, or even cares about.
Also Oda himself said that fights are never the thing he focuses on during chapter making process, and the series will never be "fighting shonen" so there goes that "Oda must make good fights" logic out the window.
It seems like you are focusing way more on what the fanbase wants compare to analyzing the actual product and reaching that conclusion which is always always a poor way to approach ANY kind of fiction.
Also you keep saying Nami and Robin fights are not necessary for the story. I could argue that given the time Oda decided to spent on the ship in the story, Nami navigator skills are not that important but it is rather rhetorical.
Because the amount of time given = to importance? I guess finding One Piece must not be really that important because the characters aren't spending every single panel looking for the treasure.

Also awards?Directors? Literary work? What are you talking about? One of the basic rule of approaching any kind of art is to judge it based on it's own MERIT. What you are doing is basically forcing your own standard on to the work instead of actually understanding the where the writer is putting the most emphasis.
I am sorry but what? Flashbacks aren't important? That's ironic considering Robin's flashback expanded the series world-building, and introduced us to the semi-complex plot of the series, and at the same time fleshed out Robin's character.
I can't see why flashbacks seem unimportant to you,unless plot simply = important wikia-like story details. They certainly are far more important than fights.
The funny thing about this topic is that you can't really explain why fights are important just that Oda should write it because it's a SHONEN and even though the focus has been pretty obvious since the beginning, most people are still oblivious to it.
