Honestly, in my head I've always seen the perfect villain lineup for a Superman movie as Metallo and Brainiac.
BASICALLY use their animated series origins, only make Metallo a thing Lexcorp creates as a publicly known weapon he's developing for the military. Be like "John Corben is struck with an incurable disease, so he has volunteered for this experimental procedure" etc and have it revealed that Luthor gave Corben the illness so he'd cooperate, Corben goes nuts and attacks Luthor, Superman stops him, you know, the usual. But then, have that be an easy threat that gets taken down early in the movie, like first 40 mins, and he's safely locked away at S.T.A.R. Labs by the end of that bit, and have the beginnings of Brainiac during that, then when Metallo is sidelined, have Brainiac, who is a Kryptonian AI try to make contact with the US Government/Luthor to get information, not telling them of course that he intends to destroy the planet once he has the info he wants. Basically have the plot follow the first Brainiac episode of Superman TAS almost exactly except when Superman stops Brainiac at the end, have one of his bodies escape and realize its ill-equipped to take on Superman, and instead it merges its programming and consciousness with Metallo, who has a Kryptonite core, and the combo-Brainiac Metallo Hybrid is the final battle of the movie.
I mean, Brainiac is probably the second or third most Iconic Superman villain behind Lex and maybe Bizarro, it'd be a shame not to FINALLY get to see him onscreen.
Also, I know that takes a lot of inspiration from the DCAU, especially the "Brainiac fuses with another character to become the final boss" thing, but… well, the DCAU already adapted these characters SO Well... It's really the absolute best screen adaptation in existence.
As far as other Superman Rogues you could use:
Parasite
Bizarro
Solomon Grundy
Ultra-Humanite
Cyborg Superman/Hank Henshaw
You could probably make Toyman work too if you came up with a way to make him physical threat... That's really the problem with some of these villains, is that you either have no Physical threat like Toyman, or a character that is ALL Physical threat nothing else like Doomsday or Grundy, so you'd need to pair them up with a smarter character for the movie to be interesting.
