We actually don't know how many people Habuka has killed, how much do the Marines know about Hakuba, if they know at all that they are the same person (because they sent Marines to investigate and nobody returned because Cavendish/Hakuba killed them all)
Bastille seemed to know an quite a lot about Cavendish/Hakuba.
When a guy is famous for slashing people, we can assume that he's at the very least maiming people indiscriminately, if not killing them outright.

and how much is Cavendish in control. Going by what happened with Robin, he seems to be at least partially in control and that would massively lower the victim count. Taking that into account, as well as his statement that the Worst Generation completely overshadowed his feats (and the Worst Generation includes Zoro)which made him very angry,
It seems like The Worst Generation stole the spotlight from him because of their sheer numbers as well as their notoriety.
They stand out more than one super rookie, no matter how notorious he is, because of the mass of incidents taking place from a number of super rookies.

I'd say that Zoro is clearly seen as a bigger threat to the WG, especially because he is under Luffy's "command".
Captains seem to get a lot more spotlight than underlings as a general rule.
Cavendish is under his own command, and his alter ego maims/kills at random.
I seriously doubt Zoro, who only works under Luffy and takes part in morally grey incidents (good pirates and whatever) is seen as more of a threat than Cavendish/Hakuba.

Hmm, definitively yes. Pekoms, from what we have seen isn't a commander in BM crew, as he was really scared of her. And besides, Zoro should be at least around that level at this point (depending what you define as a commander lvl, Marco, Vista or Blenheim). And he would've defeated that super rookie with one slash too, just like Luffy did.
A second ago, Zoro would be a seen as a bigger threat than Cavendish because he works under Luffy, by your reckoning.
Now you're saying that an enforcer for a Yonko that destroys whole islands if she doesn't get sweets isn't more of a threat?
Like I said before, Zoro goes where Luffy goes and takes part in morally grey incidents.
Pekoms and Tamago shake down islands for sweets and if satisfaction isn't achieved then apparently that island generally ends up sinking beneath the waves.
Add that to Pekoms' already apparent combat abilites.

Yes, Oda obviously loves Zoro and he depicted him as a complete badass since the TS and that is exactly the reason why I don't find such an increase of his bounty weird at all.
It's like Oda has been preparing the readers for that.
He's been preparing people for the SHs in general to now be a crew capable of surviving in The New World, yes.
Preparing them for a ridiculous bounty increase? Debatable.

Zoro got a massive power up after the TS (and we haven't seen half of it, judging by the way he handled Pica)
So did all the other SHs.

and the bounty reflects that (because even though bounties aren't about strength levels, strength has a lot of influence when the threat to the WG is considered).
It's all well and good, Zoro being stronger and what not.
Taking out Pica, impressive, yes.
But to gain a bounty increase equal to Luffy's raid of Ennies Lobby and more than Usopp's Dressrosan increase, when he was touted as the worst offender on the entire island by Doffy seems more than excessive.
60M increase -> 60M increase -> 200M increase.
The numbers just don't add up.
