TL;DR: I firmly believe that Chopper is an awakened zoan because his default form and personality more closely resemble a human being than a reindeer, and all we know about awakened zoans thus far is that their default mode and personality more closely resemble their fruit's animal than their original species.
That's a solid point you made, but I feel like it would be lame of Oda to have Chopper being awakened this whole time. I feel like it would stunt his development. Also, Chopper is a rare case in how he uses his medical knowledge to alter his devil fruit. During the two years he went against the natural progression of his devil fruit to become more like a monster rather than a human(as to why his Heavy Point is so hulk-like). As with the advent of Monster Point, I believe his fiddling with the rumble balls will cause his Devil Fruit to react somewhat adversely and not awaken him in most expected way. Also, I believe Chopper's qualities were more human like for the sake of retaining his cute nature and easing his transition into the Straw Hats. Seeing the gap between the introduction of Zoans and the introduction of awakened Zoans in the series leads me to believe that Oda may not have even thought of awakened Zoans when he intially developed Chopper's character. He was supposed to just be a 7-point transformation, blue-nosed reindeer that conveniently happened to be a doctor.
Just as Brooke didn't awaken his true Devil Fruit power, I don't believe that Chopper fully awakened his own. Monster Point I would definitely consider an awakened form if we see it as a super human(giant with lesser intellect thus the more barbaric nature). However, now Chopper has moderate control of Monster Point. There must be something beyond that where he can push his body to the limit otherwise I can't see him doing anything too exciting in the future.

I wouldn't mind if Oda let the Will of D be anything we want it to be. He could tell the story without explicitly saying what the "D" stands for. We will all have different interpretations of the themes essential to the series by the end of it all. The D could stand for dreams, devil, or destiny for all I know. I honestly believe that explicitly saying that "The D stands for ___" will soil a lot to me. But Oda is very thorough and I am confident that he will feed into his fans' desires and mention what the D stands for.
