In that panel Law's not cutting, it's a deffense move from Doula's atack.

In fact if Law had stamina to make a Room as huge as the actual size of the BC, he would slice it into little bit pieces.

Then Doflamingo creates birdcages endlessly and Law runs out of stamina and then Doflamingo stomps on his head. The End.

These strings aren't all bullshit IMO, they are super sharp and strong as they resisted Laws slashes in his room. They're plot convenience, but I genuinely believe they'll just regenerate. Destroying one small section of the birdcage and it reforming really isn't going to help the situation at all.

I don't think we need to judge who can cut what.

The fact of the matter is that Luffy didn't. Doflamingo knew Luffy would end up in that state and so did Law.

There was a panel that might indicate he can turn it off at his own volition. When he uses Leo Bazooka on Dofla, one of the people asks him why he's still bouncing and can't he stop himself, to which Luffy says "Nope.".

I agree it's nothing definitive, but Luffy not being able to deactivate G4 might be one of the answers.

Luffy wanted to use Gear 4 to finish OFF Doflamingo.

Doflamingo mentioned earlier Luffy couldnt stop bouncing. Its another drawback (if exposed). Luffy is basically a ball that kicks itself.

The difference would be how strong the characters are and there defense .
CC took that attack and was physically weak .
Don has one of the highest physically defense we have seen so far and was blocking with haki .
