To be fair, Luffy got in some hits at the beginning of this last chapter, but it was after Law used Gamma Knife. I feel that having mostly surprise attacks hit Doflamingo really shows how hard of an opponent he is to overcome.
I couldn't say whether or not Luffy will lose. All the usual shonen signs and setup are there for him to beat Doflamingo, but we never know what an author will do.
Well, you could also look at it in this way: If something hits you, it is generally a surprise since you didn't expect it to hit. Of course some attacks take more creativity to set up, and in that regard he is a tough opponent, since he is so cunning. He also quickly caught on to the "Red Hawk plan". Hopefully though he won't fall for the same type of trick again.

She could, ( similarly to what she did to the dwarves, and Hakuba), grow her hands/ arms from the ground. Once she feels legs( I mention since to move about, his head and bottom of his legs/ feet should not be that covered by his sticky substance, as that would/ should be too much of a hindernce), grow them more that turn into (20 to 30 meter maybe) giant arms still holding specifically Trebol's exposed legs, and thus proceed to play whack-a-mole on any hard surface, with Trebol as the hammer. Maybe 20 whacks to be sure, ( also giving him credit as still being quite superhuman). …
Yeah, I kind of changed my mind in that area - and if anything, intelligence can always prevail if needed by the author. Trebol seems like a straightforward guy after all in pretty much every regard.
