Considering how the arc turned out?
Not be here.
Have him want to interfere between Luffy and Doflamingo, but be stopped by Sabo.
Have him actually be the blind justice, and just go after everybody involved.
Made some effort to help civilians personally.
Made some effort to destroy the birdcage, personally.
DO BLOODY SOMETHING.
And be less vague about it.
Or Doflamingo could show off what kind of awesome villain he is by manipulating him in a subtle way. That would really help increasing his credibility as a villain.
But how manipulating him without affecting Fuji's credibility at the same time? If there just were some kind of hax ability available that can alter the reasoning and decision-making of even powerful and strong-willed individuals without having to confront them directly…

As of yet, there were no signs of Dofla being capable of mind control. He can't just take over Fuji's personality and make him recite his gambling metaphors while moving him around and stopping him from doing anything.
Besides, it wouldn't look nice for Dofla to be able to make an admiral his bitch.
That's even without Haki in the equasion.

so you want to change luffy's character,AND the entire status of onepiece as a battle shounen?
luffy's is not the kind of character to make long-term plans..in fact this quality is what makes it more similiar to roger and makes him the bigger candidate for the role of pirate king…
as to "go to the island and punch the bad guy" we had several arcs that didn't follow that before the timeskip,and people were lamenting that they wanted the old onepiece back...law has already made clear that efeating a yonkou is not a matter of just go to him and defeat him..so there will be definitely be strategies involved..but at the end of the day the final battle will always be decided by a fighti never said luffy had to do it. and the arc will be decided by a fight, i know, but the formula needs to change.
seriously every single arc there is a sad backstory to someone, but in the end we know the bad guy who's doing the stuff will get destroyed by luffy. the arc will almost always have a happy ending. people need to die outside of flash backs, etc. and not people like monet and vergo. people like rebecca or king riku.
the ace buildup thing only worked once. it's almost guaranteed someone important to luffy will die before this series ends.

we saw the phoenix give healing tears twice, both times to a student (Harry in 2nd & 4th years) and not the head honcho … but like Marco, did act to block attacks on the head honcho

no bellamy sucks. They wont get a new nakama this arc just some powerful new allies and bounty increases all around. Now that luffy is allied with the happou navy, all these pirates, plus free'd toyslaves + samurais + prodence kingdom + revo's . . . he will need help to battle a whole yonkou fleet

Bellamy is good enough to be aiming at becoming great pirate on his own and an ally to Luffy.Somehow I see it similar to Whitebeard and Squadro relation - crying "idiot" pirate that is left all alone being "saved", then he becomes part of Strawhats Crew in a way, at same time being free captain on his own + he already thought about stabbing Luffy so it wont be done in future during war

Luffy won't allow any of his friends to revive something like what happened to Ace. But i don't care for an Akainu Vs Luffy, i'm more into a Teach Vs Luffy, would love that moment when Teach strikes a quake on Luffy and then he says: "Useless, i'm made of rubber", like old times.
I reread the chapter for Zoro's 'first proper costume' sake, superduperultra interesting fact about Pica's phrase: "You won't cut me unless your Haki is stronger than mine".
Proves that Haki has levels. How are fitted? don't know. Also Pica did the same as Vergo, means Zoro cuts Vergo just that easy?

Levels? Haki is just a skill that can be trained, it doesn't have to be labeled as lv 1, lv 2, or lv 3. The hardening seems to be a visual thing, but Oda needs to clarify it since we still don't have any explanation yet!

Vergo is known for his monstrous haki so Vergo haki >> Pica haki as far as I know.

Vergo would probably suffer the same fate as Pica. The only difference between Zoro and Law is, we'll probably never see Zoro cut a person in half, since it would be instant kill.

Like you said, it seems that haki has levels of relative strength.
So just because Pica covered his body with CoA, along the same lines as Vergo, doesn't mean it offered the same level of protection.
Vergo, for one, relied a lot more heavily on CoA usage than Pica ever did, so it would make a lot of sense for his to be stronger.
