they will just promote someone who is now in the lower tiers..they are gonna lose power anyway by either losing the shichibukai (that not only subtracts power from them,by the add it to the pirate side),or by losing akainu…the right choice is the one that doesn't make them appear weak and lose ligitimacy.
Cutting lose the warlords makes them look anything but weak though.
It more than anything, signals that we don't need your power to do our job.
As for promoting from within, it'd leave far too big a dent, there is, apparently no one within the ranks comparable to Akainu.
a fleet admiral is useful if he follows orders,since he is not a man of action anymore,but more of a commander.
if akainu doesn't want to follow orders,he is useless as a fleet commander for the WG,so he can either leave or give his position of command to someone who actually listen to orders,and go back to being a pirate hunter
Standing by a different course of action isn't the same as betraying them. Well unless it's in North Korea.
And if they place no merit in the opinion of their top brass, then they are fools.
Which of course we know that they are not, hence they should realisticly be pragmatic about it all.
garpo didn't listen to orders,that's why it's sengoku who became fleet admiral (even though we don't know if garp ever wanted the position to begin with)
also,remember the chain of command,anyone inside the marines answer to the fleet commander,but then the fleet commander answer to Kong,that its a subordinate of the gorosei.
so garp being still a marine even if he didn't follow the orders was more of a decision of fleet admiral kong first and sengoku then
As i recall it Garp was, according to Sengoku, above being fired, because his name and power was worth too much to them.
I don't see why anything else should be the case with one of equal power and standing (roughly speaking)

They probably wouldn't have kept him around if he never obeyed them.
You know how Garp is. He cares about citizens so he did follow his orders when they involved protecting them from pirates. Hell, he stated himself that he doesn't feel pity for criminals, even if the family is different. Maybe he refused to capture his grandson but he was still a valuable Marine.
Besides, it's not like Marines tolerate everything from it's soldiers. Oda told that the reason Smoker hasn't been fired yet was because Hina was always defending him.
Heh. Garp going by the book is a funny thing to ponder.
I doubt there's ever been a time where he didn't tell his superiors and their rule book to shove it.

He was joking at him during Marineford, which I'm pretty sure would be a bad idea if they weren't at least somewhat friednly with one another.
