Well, assuming at least 10 chapters per a run, (10 weeks) and ONLY a one year hiatus between breaks (52 weeks)..
20 years x 52 weeks % 62 weeks=16.7 installments x10 chapters=167.74 chapters.
Round to the nearest multiple of 10… roughly 170 chapters, about 8 chapters a year. Of course, if the breaks take MORE than a year (say 16-18 months) then that plummets tremendously. (also it will vary if you count the year we already just had.) But he could also do more in one go for 20 or 30 chapters...
But then if you divide by the quality of scribbles and subtract points for annoyance...

Well, I'm personally running under the assumption that the length of his breaks will increase exponentially over the years (he's not getting any younger).
Of course we can't know for sure either way, but your math looks pretty sound.

Oh, but Jump has holidays, weeks where it doesn't publish at all. There's only 48 volumes a year, even though Togashi still gets the 52 weeks in a year off.
20 years x 48 weeks % 62 weeks=15.48 installments x10 chapters=154.8 chapters.
Rounded to the nearest 10 (downward in this case) that's 150.
If he only does 10 chapters and takes an 18 month break every time… (72 weeks)
20 years x 48 weeks % 82 weeks=11.7 installments x10 chapters=117 (120 chapters.)
So look on the bright side! He can take an extra 6 months of vacation every time and we only lose 30 chapters in the course of 20 years! That's only 1.5 chapters a year we're losing!
(And lest you say I'm being totally unfair, if he managed TWENTY chapters in a go,

Isn't it sad? I wanted Naruto to end about 100 chapters ago (I love it, but it is just too much sometimes). HxH, though, I want to keep going. We never get what we truly want in life, do we?

I mean, the previous hiatus started on May 2010 and ended on August 2011.
This hiatus started on March 2012, so it may end on June 2013.
And last time Togashi published 30 chapters. So, it isn't impossible that it happens again.

You guys are doing a lot of projecting, remember their age and suddenly their closer than normal relationship might make sense.
There is little distinction between brother and best friend when you are very young, spending 2 years+ is a long time, specially is you are in early teens when a year is extremely long.
Killua has not had friends or at least friends that aren't working for his family/his age, he is extremely protective about it and insecure, something that translates to sexual feelings if you don't know his past. Gon is very open (not judgemental towards him) and easy going, they get along very well because of this, it might seem like there is something deeper to their friendship if you don't already know.

You know, one of the few things I don't like about this series is that it has a lack of great female characters. Biscuit is the only one I think is great (the ones from the Phantom Troupe were kind of meh imo). Although now that I think about it the last arc from the manga added a lot of good ones. I particularily dug the rabbit zodiac, the butler girl and her granny.
