Great chapter. At least Hody is a bit more bearable now we know the full extent of his hollow nature. The flashback was very well done considering it was only half a chapter. A lot of information and emotion went into this chapter, and it tied together things that Otohime and Fisher Tiger said very nicely.
It must've been a government plot to provide the NFP with the drugs so they can go reap havoc. Obviously the govt wouldn't want to use them to boost their own strength, as the side-effects are terrible (–see Hody on arrival to the Plaza--). Yeah, I can see why they'd want to give those drugs to the Fishmen: they give the smaller minority of thugs more power, and they also effect them to the point where one day or another it'll catch up to their ageing bodies - which leaves the Fishmen race very weakened and stops them from trying to rejoin the humans (endless hate from the NFP).
It's a bit like how US ghettos have such easy access to guns. The WG in OP would be more than happy if the Fishmen kill each other and waste themselves away, or at least stay away from the surface so they don't mix with humans.
