Taking Whitebeard out kills the balance and 20 years of protection on the other side of the line, and hence, chaos. Much more continued craziness and basically, by displaying that its only because of Whitebeard that there is order and freedom, its only making more and more sense for Whitebeard to fall. I think the chaos that results from taking out the strongest man in the world is far more interesting than just having one more inevitable fight for Luffy. Just because its been established that there's a powerful guy out there does NOT mean Luffy has to fight them. Out of 8 Shichibukai, Luffy has gotten a future Queen out of one of them, isn't going to NEED to defeat Kuma probably since Kuma seems to have a positive agenda for Luffy, and is probably NOT going to fight Jimbei given how Jimbei is getting on with Ace, and Mihawk is only going to be a friendly fight for Zoro at the end probably.
Out of 4 Yonkou, well, Shanks is his idol, they're NEVER going to fight, not seriously anyway.
There's like 8 Supernova crews, but I can't imagine taking the time to stop and fight all of them one by one.
There's no need for Luffy to beat every powerful guy in the world. Whitebeard falling serves the story in a much larger way (including what it will do to Ace) than simply having him stick around as a final boss. Especially since we're likely to see everything he's got in the coming war. Admirals and Shichibukai as well, it should by all accounts be… dare I say it... EPIC.
Particularly since this very chapter is emphasizing the fact that there's LOTS of other really strong guys out there and the new era is coming.... And also, Whitebeard isn't in his prime anymore, taking him out would not be the same as taking him out 22 years ago.
I do think Luffy and Whitebeard will meet before Whitebeard dies though, so that mutual respect can be gained and Whitebeard can say something about entrusting the next generation. I really don't think its needed for Luffy to take out Whitebeard tho. Particularly when someone else fresher and younger and likely nastier is going to be taking his place as "The World's Strongest Man."
Also, from everything we'e seen and heard, Whitebeard is a GOOD guy, that loves his crew and protects the innocent, that Ace and many fishmen wholeheartidly admires. We wouldn't want to see Luffy taking him down anyway, especially now knowing how the balance works and how important Whitebeard's rep is. Luffy knocking him down a peg, even in a friendly fight, would only screw the world up and hurt Whitebeard's reputation and influence. It seems much better storywise if someone else does the dirty deed that throws the world into chaos, and Luffy fixes it after.

When was the last time you tried moving a city and society that's been in place for hundreds/thousands of years? We don't know the structure or details of Fishman island… but... you don't just move an entire city. It isn't done.

I agree with your post, particularly this part. No doubt Whitebeard and Luffy will meet, and Whitebeard will most likely notice the similarity between Luffy and Roger, and probably develop the instinct that Luffy will be the one to conquer the seas in the New Era. I really think Whitebeard will die, just because of the build up beforehand… HOWEVER Oda never fails to suprise me, so I always think that what seems obvious is also likely not to happen.

most likely men and women are kept sepratly and there are more men than women there, there for it's reasonable that the sectors that luffy has been in are all male, if they mixed men and women then you would see the occational woman every now and then.

Sure, they have all of these monsters, but if all it takes is a small group of moderately strong Devil Fruit users to beat them without too much effort, there's a problem somewhere. I mean, there aren't even any actual guards, in any situation that would warrant some. Sure, they'd be fodder, but it would at least look like they were trying. It's just a rather pathetic showing on the prison's part, because they haven't moblized or done a thing about the intruders other than freak out.
Maybe once we get deeper the group will reach some giant medieval-style torture chamber with racks and iron maidens and stuff, and they'll have to fight some hulking, muscular guy with a black hood who actually gives them some trouble since he's smarter than a beast. Like one of the Jurors from Enies Lobby, only, not useless.
We've only been on the top 2 floors so far, and by what the prisoners said on the second floor, the boss was enough to keep them behind bars. Your right though, the Impel Down system is a bit…hectic

this is probably true. We already know there are minotaurs around on the 5th floor, and i'm sure they would save theire more intellegent opperatives for the prisoners that would serve as a challange to maintain

Well, I wouldn't call Luffy a moderately strong DF user…
But my guess is that levels 1 and 2 are for minor pirates and villains, and later levels like 5 and 6 are for major ones with extra strong guards. However, even Magellan doesn't seem to be that strong, so I'd have to agree that ID is not as impressive and what it's made up to be.

Don't forget that Whitebeard is expected to attack somewhere within an indeterminate amount of time; their normal resources are likely spread pretty thin in the upper levels due to reinforcing the masses for an attack as well as extra security on level 5 for Ace and Jimbei.

I don't think the first few floors were designed to deal with a pirate of Luffy's power. As he goes down further he will probably meet much better and effective resistance. Another thing to remember is that most prisons are designed to prevent people from breaking out, not breaking in.

Well, while I'm plenty aware that things will change as the get deeper, Impel Down is currently not looking all that impressive after everyone saying how ironclad it was during Water 7 and Enies Lobby, and that shot we saw of the outside when Momonga's ship arrived. Heck, I'm sure if he tried Mr. 3 could just encase everyone's feet in wax and that would be the end of that.
Really, the World Government kinda needs to have some showing of competence and efficiency somewhere to be seen as effective villains, since lately Oda's been mostly characterizing them as evil for the sake of being evil, really. Would the Smokers, Kumas, Momongas, and Admirals of the Marines please stand up?

Here's my take on that: Each level of Impel Down so far has had its own self-sufficient torture/imprisonment system that is essentially based on the threat of the inmates on that given floor. Each floor, in addition, has a guard house and/or a monitor room, in case emergency actions need to be made. Floor One, Crimson Hell, had Blugori's that were too strong for anyone on Level 1 as well as the Blade Trees and Needle Grass. Regular guards aren't really necessary, but we saw them anyway's since it was so near the top. Luffy would be a Level 5 rank criminal, so were it not for Luffy being there Buggy would have been captured as he was obviously not even strong enough to handle one. Floor two, Beast Hell, is full of dangerous monsters that would likely just as soon attack a regular guard as it would a prisoner, so it isn't strange to see none of them standing around. Same situation, were it not for Luffy Buggy would have been pwned by the Basilisk. As for the other monsters, well, they couldn't do much about them but run away, and we saw how little they could do to the Sphinx. The only reason they escaped that was because, again, Luffy was screwing with the Sphinx and giving them an opportunity to sneak away. I highly doubt – especially given the other prisoners' reactions -- that anyone else on that level would be dumb enough to try what Luffy did, and they still didn't escape. We don't know anything of the next few floors, but so far I see no reason to gripe about Impel Down's system. Each floor is self-sufficient for its prisoners, and the only issue would be a too-strong intruder, which obviously has never happened until now.

That's actually pretty logical if you think about it. They're so confident in their impregnability and reputation and so out of shape, seeing as they've never even had an infiltration before, that when someone stupid enough to actually attempt an escape comes along, they are completely incapable of swiftly dealing with the situation. However, I do expect that they definitely have some extremely powerful guards in reserve. I expect thrilling fights as soon as Luffy builds up his temporary crew.

If not that sphinx and w/e is on lvl 3 is gonna give Luffy a thrashing unless he goes gear 2 & 3. I mean he had to use gear 3 earlier and he'll probably have to use it on the sphinx a couple times for a sure fire K.O.
Did you miss the part where his regular attacks were ineffective or that he's been doing more running than fighting? I'm not saying he's completely out matched but he definitely has been challenged. Oda has just structured the series of events in Luffy's favor in order to avoid a serious fight so quickly and get to Ace in a timely fashion. He's basically just showcasing the bosses on each lvl, old enemies, and torture techniques.

were in a special situation right now. the reason why most pirates probably stay away from impel down is because it's very hard to get into and also marine hq is very close by. in most cases the marines would call over an admiral or two and they would take care of the people breaking in. since they are preparing for war they can't come and this really is a once in a lifetime opportunity. not only that but magellan is probably really powerful and can probably easily kill pirates with his poison fruit. btw what do you think level 3 is? i'm thinking its water torture.

He has to. That's what a Pirate King is. The strongest man(or woman:P) in the world. Luffy's goal is to have the most freedom in the seas. That's what he believes to be a Pirate King at any rate. To have that, you must rule the seas and to rule the seas there can be no one stronger than you. It's only logical.
Also the strongest pirates in the world would definitely want to be Pirate Kings themselves and the strongest Marines and WG officials would definitely want to prevent another Pirate King being made. Therefore, if Luffy and his crew ever get close, they would definitely have to face the strongest in order to achieve this goal.
I really hope that Mr. 3 doesn't end up releasing Croc. But it seems very likely that Luffy will refuse to help him, but Mr. 3 ends up releasing him any way.

Yeah…I saw that in the chapter. I also noticed how Luffy is kind of just dicking around not actually getting hit or exerting himself yet. His life is hardly in danger
I think our definition of "challenge" varies here. Luffy's probably going to have to pull out some more serious moves to beat this thing (assuming it's actually weak enough to get KOed by the fall), but at this point the Spinx is more of a joke fight.

Your seeming unfair assessment has been abused with responses, but since I already multi-quoted you. Yes, all the things everyone else said.
If you ignore the two special circumstances that are really causing the chaos, I think you'll quickly see that Impel Down is rather locked down.
For starters, if not for the panic the WG/MHQ is feeling because of the upcoming war, Boa Hancock would not have been allowed to go to Impel Down, and Luffy would probably not have had such an easy time getting in, but he did get into Enies Lobby, but that surely was not unnoticed.
Second, like many have pointed out, Luffy is by no means your average strong pirate. He's quite capable and let's see how he deals with the next two levels (Level 3 and Level 4). If he gets to Level 5 and OHKO's the boss, then you can underrated Impel Down.

Unless it's explicitly stated somewhere that people from the prison staff were shuffled around due to the upcoming battle, I don't think Whitebeard should be held responsible for the state of Impel Down's security. You usually don't send, say, security guards off to the front lines.
Again, I know we're still in the preliminary stages, but you'd think one of their aims would be to keep the prisoners inside the jail, not roaming around. The way Luffy has been so far breezing through the jail while the staff haven't done anything about it makes them look impotent. If this was the first time someone has been rampaging around like this, you'd think that they would do everything in their power to stop it, even if it is ultimately futile.
Really, the World Government has been holding a massive Idiot Ball in regards to this war business. If you're going to challenge one of the strongest factions on the planet other than yourself, it makes sense to wait until you're adequetely prepared before you announce your plan.
Well, while I'm plenty aware that things will change as the get deeper, Impel Down is currently not looking all that impressive after everyone saying how ironclad it was during Water 7 and Enies Lobby, and that shot we saw of the outside when Momonga's ship arrived. Heck, I'm sure if he tried Mr. 3 could just encase everyone's feet in wax and that would be the end of that.
Really, the World Government kinda needs to have some showing of competence and efficiency somewhere to be seen as effective villains, since lately Oda's been mostly characterizing them as evil for the sake of being evil, really. Would the Smokers, Kumas, Momongas, and Admirals of the Marines please stand up?

I think it's fair to say Luffy is within the top 10% strongest of the world.
The World Government is really inefficient. That's why it sucks, has pirates running amok, and has people all over suffering under it. But if it were more efficient and competent, we'd see it from the beginning. For example, the Marines in Morgan's base wouldn't be so scared of Zoro when he got his swords. That shows how ineffective are the trainings the Marines receive. If they were stronger and braver, they'd give Luffy and Zoro a really good fight. Also, Morgan wouldn't be so cocky if he knew his subordinates had guts.

My belief is Mr.Oda realizes as such and is intentionally writing it this way.
