Higher Bounty: Dragon or Gol D. Roger? (Spoiler Free, for now)

Considering that Dragon was stated by Smoker and others to be one of the most wanted men in the world, and was mentioned in Dalton's flashback as a dangerous revolutionary, is it possible to assume that Dragon has a higher bounty than Gol D. Roger himself?

Let's look at the facts. Roger was a revolutionary in his own sense, and caused a great age of piracy, but comparing him to the scale of what Dragon has done puts him at a little more "Human" level. Yes, Roger did shake the world with his death, but Dragon is doing that while he's still alive. On top of that, even those like Smoker are too intimidated to bring him in. Notice that Smoker didn't even TRY to fight Dragon, he just spoke with him and asked him why he was helping Luffy. Either Smoker was too intimidated from someone who had a bounty higher than the Pirate King himself, or Smoker knew he had no chance against Dragon's abilities, be them Devil Fruit or otherwise.

So, is it safe to assume then that Dragon is a greater criminal than Roger was? That would invariably mean that there are always powerful men in the world, and they don't necessarily have to be pirates (I mean, look at Norland and Calgara. Those guys were beasts).

There's one big question I think that need to be answered first. Since Roger set off the Great Age of Piracy when he died, this means that piracy wasn't so big while Roger actually was a pirate. This could effect how large a bounty he could have had. What I mean by this is that say if there were only 100-500 people with significant bounties (larger than 1 mil) while Roger was a pirate, I could see the range of bounties being a lot less than what it is today. If say everyone but Roger had bounties less than 100-200 mil, it would seem wrong to set Roger's at 1 billion, wouldn't it? Today however with so many pirates, they can set the scale properly, and there are multiple pirates with large bounties larger than 300 mil (we don't know the exact number), and it doesn't seem farfetched for there to be a pirate with a 700-800 million bounty. With Dragon being the "most wanted man in the world," it is quite possible it is close to a billion.

Piracy is in one Piece an act of freedom more than an act of agression. Its a dedication to a dream, an ideal or a cause. Its like declaring yourself your own independant country, thus the danger you pose to the world government, aside from it being your de-facto opponent as they are proponents of order and control, is entirely up to what you do.

Mastering the grand line, as Roger did and accumulating wealth and power are not goals that are in and of themselves against the government. Especially if much of his adventures took place on area's beyond the charted waters of the grand line.

Dragon a revolutionary has a direct goal of toppling the world government. The proverbial difference of being a mafia boss to beign Osama bin Laden or Zarqawi or whomever. In one case the Mob boss might actually be doing more damage to your country as he is every day stealing from your citizens and causing deaths, but the man who is dedicated to the destruction of your nation is the one that gets the 15 million dollar bounty.

That being said Roger was definitely up to his neck in Poneglyphs, which is sort of like the mob boss attempting to buy and sell black market nukes. Which is an offense that catapults him right back into the same running as our terrorist.

So I guess the deciding factor is going to be whether Dragon too is screwing with the Poneglyphs. As a mob boss with nukes is not as bad as a terrorist with nukes.

This is pretty much the stance I'm taking; Roger's bounty may have been obscenely high back in the day, but twenty years of the Golden Age should have made them vastly more paranoid than they were before it. Roger may have been the Most Wanted Man In The World back then, but that's quite a bit different than being Most Wanted now.

You're absolutely right.

The biggest threat to any nation is the collapse from within. Look what happened to France. Hundreds of thousands of people died in France because those loyal to Napoleon refused to acknowledge the new rule, and were thus sentenced to the guillotine. In the One Piece world, I can imagine similar situations. And for those kind of reasons, I strongly believe that Dragon's bounty is much higher than Roger's.

I'm not debating that Roger was the strongest man in the world. And you're right, compared to Dragon and Roger, Calgara and Norland were nothing.

But that's not the topic here.

Dragon is a bigger threat to the world government. That much is apparent. Roger didn't cause mass revolutions across the world. Roger created an era of piracy. That, more or less, is up to the pirates that succeed him to create things such as the Shichibukai, 4 emperors, World Government, etc., etc. Dragon is here and now and is causing major trouble. People are losing faith in the government that they trusted for the last 800 years. Even Roger couldn't create dissent like that, but Dragon can.

That said, Dragon is a much more dangerous person than Roger post mortem. That's why he more than likely has a larger bounty.

I think it's reasonable to think that Dragon might have a higher bounty than Roger used to. And since Roger was active before the Age of Piracy, maybe pirates in general weren't seen as such a big threat back then. Who knows, Maybe Roger was worth less than Whitebeard is now.

Still, I get the feeling that Roger, as the pirate king, will have the highest bounty of all time. It'd make sense in a shounen context.

1. Countries aren't falling apart and in ruin because of Roger's actions, but rather of Dragon's.
2. The World Government still exists, meaning despite Roger's efforts, it didn't go away.
3. He inevitably was caught, either a combination of having achieved his dream and allowing it, or simply running out of options. Dragon is by far still at large.
4. The only people that speak of him are either elderly, pirates themselves, or people that were influenced by Roger. The World Government, the younger generation, marines (except Smoker) and the Shichibukai don't speak about him. Yet, ALL OF THEM speak about Dragon.
5. Dragon apparently has the Kaze Kaze no Mi under his control. It hasn't been proven yet, but if he does, then that easily makes him one of the most dangerous men in the world. How the hell do you fight a Wind Logia? Suck it up into a Milky Dial? I don't think so.

Dragon's actions are becoming increasingly apparent as the series goes on. That coup in that one nation, the corruption and collapse of nations like Drum (Evidenced by Dalton's flashback of the World Assembly), and so on and so forth.

Roger did a lot by increasing piracy, redefining what it means to be a pirate, but Dragon is a terrorist, and a very dangerous one at that.

That's true, but being the lesser of two evils doesn't mean that the lesser still isn't evil. Now that the chapter's released I can go into a little more detail.

Dragon's actions have caused civil wars across the globe, evidenced by Robin's words to Luffy, and the mere fact that everyone is totally freaked about Luffy's relation to him. Even Roger's name doesn't do that, apparently. Yes, Roger's name is a source of inspiration and admiration, but not pure terror, as Dragon's name seems to provide.

So, all in all, it seems Dragon is a greater threat to the World Government. He is directly attacking it, as opposed to what Roger did. Therefore, his bounty is probably significantly larger.

hmmm… good topic. i'm completely double-minded on my views.

On one hand, i'd like to think that Roger's bounty was based on the situation during his time, and that Luffy becoming the new pirate king will have a higher bounty than Roger. It doesn't seem as though Roger ever opposed the WG directly, and if bounties are based off of strength and threat level to the WG, then this implies that Dragon is the most dangerous person to the WG at present.

On the other hand, Dorry and Broggy had their bounties of $100M berri 100 years in the past, which goes to show that the WG was giving bounties 100 yrs ago, and Roger was executed 22 years prior to present time. This makes me feel, the WG has established some form of measurement for assigning bounties, and given that Roger entered the GL, and essentially conquered it, and is stated as the only person to reach Raftel. this means the WG knows that he reached Raftel as well, and may have used this kind of info to assign his bounty, indicating that Roger's bounty could be comparable to present day.

Could this be why Oda hasn't displayed Roger's bounty yet? maybe he hasn't decided how much it should be, and is trying to decide if he'll base it off of that time or this current time.

I believe Roger had the bigger bounty. I also think Roger was more of a danger to the government than Dragon is. Because he actually made it to the old Kingdom with the intent to ressurect it. Of course, this is just my opinion.

Roger began the Age of Piracy. He effectively set the stage for all the happenings in the story now. HOWEVER. Back in the day, the WG would not have known this, so his bounty probably wasn't as high as the current standards would dictate. Yes, I'd expect it to be around the 500 mill. mark at least - but if they'd known his future impact on the world, it'd likely have gotten much higher much faster.

We don't even know if Dragon HAS a bounty - I'm not saying he doesn't, but the phrasing Smoker used when he met him didn't indicate it (or Oda was trying to avoid the usual 'Firstname Lastname - Bounty: ### beri' introduction). If he does have one, it'd presumably be huge - because the damage he's doing is immediate and predictable. And also his 'La la la I will waltz right up to a Logia marine and taunt him some la la la' + manipulation of weather = physically powerful.

If im fighting with a guy and a friend breaks it up, im not going to fight him. Now im not claiming that they are friends, merely that there are other likly reasons Smoker didnt attempt to capture him. Maybe they are friends, or atleast not enemies, maybe Dragon is massivly stronger, or maybe Dragon is simply adept at excaping. Maybe he was so shocked at Dragon showing himself that by the time he thought about fighting, Dragon was gone. Ok, in that case, its hardly relevant. Your question was whether Roger had a higher bounty when he was alive. How people are talking about him 20 years after his death has no bearing on the discussion unless you know how people will talk about Dragon 20 years after his death.

Wll here are my thoughts. Gol D. Roger and White beard were some sort of rivals. White Beard is yet one of the four great pirates. Which is one of the three powers. And Dragon is on top of one of the great powers.

Dragon could have a higher bounty. It is very likely. But how do you measure something you know nothing about? The world government has no clue about Dragons strengths. All they know he's the head of the revolutionaries. That alone makes this man the most wanted criminal evah. If they ever do find out more about him and he's a greater threat then we all thought, then his bounty will Sky Rocket even. More

It is very hard to say if Dragons bounty is higher or not. I say it could be.

Also about the whole Shmoker (I spell his name like that intentionally) I don't think he was intimidated. Didn't he knock out after seeing Dragon? If anything I think Smoker picked his battle. But also given the reaction Smoker had, do they have some kind of past? He wasn't all that surprised.

I think it all depends of what "one piece" is… i believe it has the ability to destroy the WG whether it be physically or symbolically and since Gol D Roger was the only one to posses it, i think roger's bounty would be much higher.

I largely agree with Fire Fist Ace and Ubiq, but I'm doubtful of Dragon's bounty surpassing Roger's; Dragon seems to be following Roger's philsophy, and because Roger is a "D" it's possible he's trying to carry on Roger's legacy, which implies Roger was doing a whole lot of tough stuff before he died (which is backed up by how highly he is revered even today).

Okay, with my limited knowledge on One Piece, I can only be right on this (hopefully): We barely know much about these two. Dragon was apparently referred to the most wanted man (either that or one of the most). Roger's title was the Pirate King. Also, it's important to note that bounty does not equal power. Unless we find out more about their personalities, and how hostile they, then we'll be able to have a better estimate. Although currently, I think Roger's bounty may be higher, but Dragon is alive, and his bounty may possibly be steadily rising.

Yes, that poses a direct threat to the government, but the threat was eliminated before Roger could do anything. Nothing happened, other than Roger's inspiration to the people to go find Raftel and his logbook, One Piece.

Now, look at Dragon. People are killing each other because of this man. People are overthrowing their governments, denouncing the World Government, and creating a state of political Anarchy. Even people like Smoker aren't powerful enough to stop this man.

Now, let's look at Alabasta and Drum. Through Dalton's flashback, it was strongly suggested that the descent of Drum Kingdom was in part due to Dragon's actions. Of course, Wapol was a complete and utter asshole and had already in part caused the corruption of his nation, but the combination of Dragon's words and Blackbeard's drunken rage was what severed the lifeline. With their ruler away and words of dissent spreading, the country could do nothing but fall into ruin, until the intervention of the Strawhats.

It's the same with Alabasta. Kohza and Crocodile weren't the only ones that were contributing to the ruin of the country. Croc was largely responsible, but the thought of a young man from Yuba creating a huge army is unthinkable, unless a certain revolutionary inspired this man to revolt in the first place…

I think, part of the reason why Dragon is getting away with things is because everyone is focused on the pirate problems.

Look at the East Blue, Arlong and his goons walked in and began to plan their take over. Where were the Marines? In the Grand Line - fighting pirates. Which also makes me to believe that the WG fears pirates more then Dragon…

Unless the 'pirates are cirminals' talk is just their way of getting a strong support from the countries that still support them. Or that they see pirates as either the greater threat - Raftel... Gold Roger's... One Piece.. they must fear something about pirates. They maybe are see them as lesser threat, they may see it this way - Its easier to get rid of a small threat and once they are gone, they can focus on the greater threat.

This is good and you do have some points but the World Government is more worried about pirates that are a big threat to them. I am betting that Dragon does not even have a higher bounty than some of the high profile pirates like a Mihawk, Shanks and Whiteberad. So I doubt that he would have a higher bounty than Gold Roger himself.

Why should the Marines and other be afraid of Roger, he is dead an buried, Dragon is very alive but influenced by Roger, maybe he is carrying the ideals of Roger in the world on his way as a revolutionist. So all MArines are afraid of the Dragon, because he is an nasty powerful guy. The Bountys of this two man don't play much role, because 22 years are a long time to do bad things to the WG. If Roger were alive they could be rivals or friends. The Bounty of Whitebeard is more interesting, because he is the most powerful pirate in the world now.

You shouldn't think about the bounty of Dragon in the current time in One Piece, think back more than 20 years ago before Rogers execution. Sure Dragons bounty must be huge but was it huge back before Rogers execution? Like come on we're talking about the king of pirates here, he must have had a bigger bounty than Dragon. And imagine Roger still alive, how much bigger would his bounty be on this current day? It would be pretty big. But if Roger didn't die then the New age wouldn't happen will it? But I bet a lot people will look up to Roger and become pirates, so i'm thinking his bounty would be about 1,000,000,000-800,000,000 belly's on this current day if he didn't die. I would say more but being the New age didn't happen I would say that much would be his bounty.

Well since we're talking about the scale of the bounties, whether it has changed or not. Don Chinjao did have 500+ million bounty in his prime, which was no doubt during rogers time. So even back then bounties were pretty big so Roger might have had a 1 bill bounty.

Dragons bounty should be so big that it really sets him apart from other criminals. Dragon is directly opposing the world govt instead of Roger who just wanted freedom n do what he wants.
