Key word for this new Databook is "Freedom" and it will have information from Gyojin Island, Punk Hazard, Dressrosa, Zou and Whole Cake Island (and, maybe, Levely too).
This new Databook will be on sale 4th September, the same day that One Piece Volume 90

While I'm excited for a new databook I'm still wondering how it will be "a completely new type and different book from other Databook/Fanbook." As well as the fact that the databook is "never-ending" when on the cover story for Chapter 909 it says "Our biggest, baddest, and final fanbook ever is underway!" which seems kind of odd to say that this is the final databook/fanbook considering there is no end is sight for the foreseeable future of One Piece unless this is the final fanbook while the series is still ongoing and they intend to release another book after the series finishes or this is just volume one and the next one will One Piece: Freedom Vol. 2 (which would fit with Naito saying this databook/fanbook is "never-ending").
Still looking forward to its release alongside the North American release of Final Fantasy Ultimania Archive Volume 1 in July and the Art of Metal Gear Solid I-IV in August.

I've been waiting so many years to get a new databook, I'm very happy they are finally making another one!
Some of the things I'm hoping this databook reveals is the real names of the Doflamingo Pirates (such as the executive officers and officers who operated under aliases such as Buffalo and Baby 5), the birth order of the Charlotte siblings (the OP wiki managed to work out a few out) as well confirming the names of the ones who received them in the anime (as well as the crew members who also received names in the anime), and on smaller scale revealing the name a World Noble gave to the dragon created by Vegapunk on Punk Hazard.
TAKASHI (Japanese Youtuber who follows the official release) will be heading up a YouTube video project related to the fanbook. The first of these is scheduled to release tonight!!?

I tried another site and got nothing as well. I don't think a full description of the book (such as ISBN, Page count, etc.) will appear on online retail sites until possibly mid-July or early August (I might be wrong though).
New One Piece Databook/Fanbook name will be "Vivre Card - One Piece Visual Dictionary".

Yeah I was a bit ambitious with that part. I'm guessing the truth of that event won't likely be answered until either the Straw Hats visit Elbaf or meet with the New Giant Pirates during their journey. Since only the giants of Elbaf and Streusen know what happened that day, and it'll probably be awhile until the truth comes since the Big Mom Pirates have appeared to some extent (with the exception of the Return to Sabaody Arc) in every arc of the New World Saga so far.

True but even if the databook said they were equal in power that wouldn't necessarily mean they'd be equally impressive on the whole battle-wise. I think Oda is an interesting enough writer when it comes to fights that he doesn't see it as a given that a bigger guy will always > a big guy. That there's a lot more to fight's than whose got the best arnament haki.

I've been thinking about the "never-ending" aspect of the book and a potential theory I came up with is that maybe the new format for the book is a loose leaf style book. In the 90's both DC and Marvel for their Who's Who in the DC Universe and The Official Handbook of the Marvel Universe respectively released loose leaf volumes for these books where the pages would easily come out and you could put them in a specially designed binder and in some cases arrange in different categories (especially for DC edition). This format is also used in the UK for their Marvel Fact Files books as well (which has been going since 2013).
The only series (to my knowledge) to use a similar format in Japan was a series of Gundam books in 1998-99 (mainly focusing on the Universal Century) called Gundam Mechanics which were also used a loose leaf style (albeit their pages had six holes compared to three in the above mentioned series).
Hopefully this won't be the case with this upcoming One Piece book, because using that format is a bit of pain, especially since keeping them in binders can wear out the holes on the pages and only way to keep them from doing that is putting them in sheet protectors which could cost a bit more money as well as having to purchase more binders if they release updates for every four to five arcs (and if your using sheet protectors that also mean buying binders with a bigger ring sizes).

That does explain the "never ending" part since they can just release new cards as an arc wraps up.
However I'm having a few reservations about this format. First with the card format, I like the book format since every thing is one volume as opposed to multiple cards that you have to take really good care of (especially if your purchase it internationally). Second, some might see a market in stockpiling extra volumes to sell replacements in case cards get damaged or lost for high prices (similar to Pokemon or Yu-Gi-Oh cards). If fans end up getting frustrated with this type format they might start emailing their complaints to Oda through his SBS (even though he's not responsible for this books creation).
Hopefully I'm wrong and the format does work out (considering the staff has been working 10 year on this), but I get the feeling they might back track their comment about this being the final databook, and considering how big One Piece is (in terms of how popular it is) they might still release another type book (possibly similar to the Dragon Ball Daizenshuu books) after the series comes to an end.

Nothing is showing up when I click the link (I had to go to your home page to see it). But based on the picture it appears that it will be like the 90's DC and Marvel handbooks, where you're given a binder and you place loose leaf sheets (or in this case cards) in them.
Now I am interested in this new format, considering the binder itself is just a bit bigger than previous databooks, and the fact that your given cards (which hopefully will be made with better material and therefore more durable than regular paper for the binder's rings). It would also appear to be a more convenient format going forward considering that One Piece currently has no end date in sight. Although hopefully they might follow Marvel's example and reprint them as paperback books (like Marvel did for their 90's Master Edition Handbooks).
However there are a few concerns. First is how will they release updates for the book, the first book comes with 400 cards but how will future releases be handled? Hopefully they won't be limited to WSJ magazine or volume releases (which would probably be infuriating to foreign buyers). Second I get the feeling that the Straw Hats, their current travel companions, and the main antagonist of the various arcs with have individual cards, but what about characters connected to the travel companions (such as any potential Momosuke allies during the Wano arc) or characters that under the antagonist's command (such as the Charlotte Family or Big Mom Pirates) how will they cover all of them on one card if they decide not to give them separate cards?
