It's S-Shark. He was missing until he attacked later. The silhouette was there to hide the then-unknown fact that the Seraphim went rogue. That revelation only happened later in that chapter.
Actually you might be right about it being S-Shark, the only reason why I didn't think it was S-Shark is because the hands didn't match.
But maybe that was just an error on Oda's part.

I highly doubt any other characters is a traitor, saying there is still another traitor that is secretly helping out York is just being on copium at this point.

I don't get why you still think/want Atlas to be a antagonist so badly.
It's over, stop coping and accept the fact that your Atlas theory was wrong.
Also it's not too surprising that the least focused Vegapunk ended up being the traitor, it was the same thing with the Scabbards and Kanjuro.
