What I meant was maybe the paper itself is a product of some devil fruit ability, and the person who makes them sells them around. Most of the supernatural things like that are explained with devil fruits in OP. If not that, then some freak tree or plant from which the paper is made.
If it is indeed a person, Sabo must have found him/her pretty quickly. We don't know where the possible person is based though.

It makes sense the all pieces of vivre card moves towards the owner of the vivre card. It doesn't make sense it moves towards the other parts of the vivre card. So you don't wonder about what happen with 2 or 8 or 16 symmetrical parts are spread around the world.

That's worth thinking about.
I would say that the Devil Fruit becomes part of the user's body, it's like a second soul (or linked to the soul, meh doesn't really matter).
Therefore, it "irriguates" the entire body like blood would do.
So, the parts of the body that are separated from the body (like your tooth falling off or your hair getting caught ; even worse, your arm / anything else getting chopped off) are no longer under the devil fruit "spell".
Buggy's case is different because his body doesn't really get separated from his "soul", unless it gets chopped off (with haki).

Perhaps this is wrong, but my understanding of vivrecards is this:
The largest piece will move toward the person whose nail was used to make the vivrecard. Other pieces will move toward the largest piece.
If there are multiple largest pieces, I'd imagine either they all move toward the person, or just toward each other (which could get complicated with more than two. Perhaps towards the closest?)
