Being a tenryubito is not a POWER is a privilege/status. Acquiring one of the rarest powers, this is something you get through TIME, no something you're born with unless you're Luffy but we'll just have to wait and see unless CCC can clear that whole conversation for us

I think Dofla is a worthy opponent to test out Luffy. Because I don't think Luffy is strong enough to take out a Yonku yet. But 2 years of training could be enough to take out a top tier shichibukai.
Well it's more a matter of personnal taste. I think it's a bit too soon for Luffy to be against an opponant who's stronger than him at the start of the fight and against who he'll need to surpass himself. (and I must admit, I'm not a fan of Doffy >_>)

we haven't seen luffy's limits post TS, nor did we see all of doula's tricks. so how can you be sure.
there is also barto and cabbage who can join luffy and law, since the giant toys are out now, pretty sure robin will handle nonOrganicExplosionDude.

A moment of admiration for Oda for allowing this discussion of whether Luffy can beat Doflamingo to even exist, inane as it is. Prior to Saobody Archipelago the Strawhats had powered through every arc villain they faced. They had come up against people the couldn't defeat (Smoker, Aokiji, Kuma) but those obstacles were removed by plot and they were never the focus of an arc. Come SA, the Strawhats are utterly outclassed, defeated, and scattered. We then get 100 chapters of Luffy going up against big villains he can't beat, and suddenly we have doubt whether he can beat people in the future. Even now, Post-timeskip, Luffy has breezed through every real fight so far, but now he's finally come up against a real opponent and people question if he can win alone. Every sane person knows he's going to win, but Oda has planted those seeds of doubt, and that doubt will only increase as we get farther into the New World.

Luffy doesn't actually acknowledge Law as his equal and fight with him as such against Doflamingo. For fuck's sake he even called him a nakama. That should have been give you the vibe of that.

Maybe that's precisely the sort of deal that roots his status as a Corsair and cooperation with CP0: Dofla doesn't (openly) set the world on fire, doesn't (openly) oppose the authority of the WG, doesn't (openly) commit crimes against the CD, and doesn't spill the beans on whatever dirty secrets of the WG came with the CD lineage. In return, the WG grants him powers and privileges that amount to those he would have had as a Celestial Dragon, eventhough the ruling houses declared him a traitor and he is still denied the title.
All in all I'd say it's a deal where each party has some pull on the other, except that Dofla has been double-crossing the WG since the very beginning with the whole 'Joker' underground business- which I expect him to have kept hidden from his government contacts. His determination to not let the truth spill out, if need be by killing every last person on Dressrosa, would definitely be a testimony to this.
