Not sure if you are serious or you really approve of a euro country taking political prisoners.
Either way, at the very least, you should see it's as stupid a strategy as beating crowds of people for going to polls. It's gonna be an argument of separatists for decades and is sure to bolster support for independence. There are probably quite a few of those arrested officals that are even glad to serve as martys for their cause...
Funniest thing is Madrid could probably have negociated a legal referendum with the independentists (and would probably have won it). And now all the independentists have to do is continue to play the non-violent resistence card and force Spain into escalating (and showing their true colors) or backing down (with support for independence much higher than it previously was).

I think that 60% should be required.I think it's hard to make a case for the minority deciding for the majority, it's not like people don't understand the important implication of such votes (which is why they rarely suceed even at 50%). But I guess a case could be made to ask a BIT more than 50% (perhaps 51-53%) or even perhaps 50% of the valid electorate (but then I think that would be pushing it and would require some concessions from the opposing side).
