Has it even been confirmed that Garp has CoC? Or that that CoC can be imbued into attacks like CoA? Every example of the Effect in 719 involves CoA clashing with CoA, and 434 shows CoC vs CoC without CoA and theres no Effect present. Combine that with the examples of Franky vs CP9, and theres really no basis for this being a CoC specific thing.
It hasn't been confirmed as far as i recall but, barring any translations issues, according to this page (bottom left) and even though it doesn't say so, one can infer it (inherited from grandfather to father, to Luffy), no?

Look @ chapter 716 where Diamante clearly say's it's a CoC clash here, as well as the several examples from chapter 719 here, here, here (bottom page on the left), here and here (middle page on the left).
Check those 5 instances i mention: 3 of them are VS things.
Maybe i'm over thinking here but i really think Oda will have to let the reader know CoC is being used without someone saying so (like Diamante did, back in 716). Just like the black body parts signify CoA is being used, this lightning effect could do the same for CoC.
If you look carefully @ all the attacks with Hasshouken in all the chapters it has appeared thus far, they all have that target like signature: even this one. If this is being represented, why not CoC?
