Unlike Burgess, Bartolomeo wasn't so ashamed that he had to put a paper bag on his head.
While BUrgess is strong i don't think that he is too strong. plus he doesn't pull off shenanigans like barto, thus bart > burgess.But if Burgess is that strong i think we might see a team up of barto with luffy. if not, then there is defiantly some relation between luffy and barto that will come to play by the last battle of the coliseum for certain.

Zoro really had no problem with Hatchi and Sanji had a strong match against Kuroobi, but Usopp was outmatched by Chew. Yet Usopp used his bag of tricks to defeat a stronger opponent. Outran Chew which got Chew tired, then threw alcohol on Chew and lit him on fire. While Chew jumped into a pond and doused the flames, Usopp THEN used a real hammer to knock him out.
Its not the only time Oda has shown that trickery or cunning can be useful against a stronger opponent. That's why I think Barto can defeat someone stronger than him …though someone with Haki is a different thing altogether.

You reminded me why i love (or at least loved) Ussop so much.
i think Barto is more Deceive and abuse of the opponent's strength than Ussop who is more cunning and strategic. The real question is whether Barto is for or against luffy, then we will know how interesting the fight will be. (or you know, Garp is at the coliseum, sleeping, suddenly wakes up and goes "ok time to crash this party" etc)I personally don't think Burgess is as strong as Chinjao overall. (i know that we lack info on both to properly compare the 2 but it's my wild guess)

World building is more than making a huge backdrop in which the story occurs, and this is something that too many authors forget. The world shouldn't be a static place where the main characters are at the center of everything that goes on in the entire world, it's important to give the impression that the world is a far larger place than we'll ever see in the story, and that many other big stories are going on just out of sight. The world should feel like a living, breathing place. The characters we're seeing in the tournament include all sorts of other people having their own adventures, from different parts of the world, with varying levels of importance (and who may turn out to be relevant to the story later… or may not). This is exactly what world building is about - giving the impression that all sorts of other things are going on, and the world isn't just some static background in which the story takes place.
That's a very good point, I guess I was thinking too narrowly about world building. I just didn't like the expanded introductions of some characters, I think more interesting characters like Ideo could of been played on moreso than someone like Dagma or Bluegilly or the others from Block C besides Elizabello. That said I definitely see where you're coming from.

He's already feared by Marines since he's both a sizeable bounty and a member of the Strawhat Pirates. I'm sure many a Marine shakes in their boots at the thought of a Supernova crew who blew through Enies Lobby and whose Captain fought in Impel Down and Marineford.

Looking at the official english translation he just says something about "The Marines don't take me seriously right now but eventually I'll be causing more trouble than all these (the other strawhats) guys put together."

The points behind that line are two.
1. Sanji is talking shit to Kuma and trying to save the crew in the same way Zoro is at the time.
2. Sanji has a running gag with him feeling annoyed that he's being underrated by the government compared to Zoro and Luffy.That's all it is.

Regarding Sanji's line to Kuma, I could ultimately see him being the result of something so outrageous he is considered the most troublesome by some higher ups in the Marines. The first step in that direction seems to be his connection with the G5 soldiers, the bit of "loyalty" they showed Sanji during PH is going somewhere.
